Yes, this rule does exist, although it's at the discretion of the pharmacist. It's meant to let a traveler replenish a supply of medications they ran out of while in Singapore, and for whom the time to see a doctor is too short. Assuming you're not a resident and not looking to buy too much, I guess it's worth a try.I bought some BC pills for my wife the last time I passed through Singapore. I got them from Watson's in Takashimaya and I had to show the pharmacist my return ticket and fill out a form. It seemed like a lot of effort at the time, but considering how easy it is for the pharmacist to just say NO I guess it was ok.
Singapore is funny that way but if one pharmacy says no, you can hit a few more and likely get one that says yes. It also depends on what you are buying. BCs are obviously not harmful but if you were looking for painkillers, sleeping pills, etc then you might not get lucky with any pharmacy.

Rental for a two bedroom HDB flat is about $1, 500. A typical condo is anywhere from $3, 000 $5, 000 / month outside the prime areas. Realistically, with that housing allowance, you'd be better off renting a single room.
In a bar, a pint of beer ranges from about $8. 00 to over $15. 00. In the stores, the cheapest 750ml bottle of vodka will be about $32. 00. There are a few places you can find Absolut for $40, but most places it's $50 $70.
I think it's fair to say that for $4, 500 / month, unless you're OK living as a flatmate with some other guys, you wouldn't have much money left over for the main activity of this forum.

- no A / C (electricity rates are very high. You might splurge and only a / see the bedroom at night)
- eat like a local, getting meals at local rather than tourist hawker centers and doing the majority of your grocering for fruit / veggies / proteins / some staples at wet markets (which is what I do myself even though I can afford "better." really can't beat SG hawker food for quality & freshness)
- forego trendy or western restaurants.
- forego trendy bars and clubs (you can get a tiger beer for S$2-3 at a "local" hawker center)
- forget about mongering, except for the occasional S$100 wham bam Thant you ma'am splurge in Geylang.
- forego having a car, or for that matter taking taxis frequently.
- forego having a SG girlfriend. She'll expect you as an expat to spend money you don't have.

SGD 1000 a month will get you a small HDB (public housing) flat in a non-central housing estate like Jurong, Bedok or Woodlands. Forget about renting a condo, which will run you at least 3 times that. Renting a room in a HDB flat will be about half that, but I can't vouch for the quality of flatmates you might get.

Foreigners don't' get to pay CPF, and legally barred from contributing CPF, since 2000, and also loose out the higher interest rate. And that's a load of tosh you have dumped. No offense mate.
Only PRs and Citizens are required and must contribute CPF, and the employers must match.
Actually CPF comes in as a surprise for a lot of foreigners, when they work for 'reputed' companies, like those I worked for, always gave the 14. 5% Employer contribution as additional cash to the employee. As they don't want to have two seperate accounting systems. So all get the 16, either paid to CPF (for PR / Citizens) or into their pay (in lieu of CPF contrib). So, our friend here maybe surprised with an additional 500 $ extra. As long as he doesn't go for PR.
Oh, from what I know and have been through, you can make do with 3, 500 pm, and you can easily get good rooms, heck, even condo rooms nowadays, if you don't mind the location for less than 1, 000 $. That leaves you 2, 500 $.
On a rough estimate, you can make do, but not save. Enough. Or never save.

1. Diploma in what? There's a wide spread depending on which industry the fresh diploma holder works in. An even wider spread for degree holders. Entry level lawyers for example, make about SGD 4000 - 5000 a month, with the first increase after they have been admitted to the Bar. Law is not a post-graduate degree in Singapore, unlike the US.
2. Condo with 3 shopping centres within 200 m and 10 mins bus ride to MRT? Would that be Thomson Road / Novena MRT? 4 families rented this condo but how many breadwinners @ SGD 4000 / mth? Trust me, Singaporeans are not too pleased with having 4 families in the adjacent unit as neighbours. Our little island is cramped enough as it is. IT professionals? From Bangalore or Chennai, India, I'm guessing.

Been here going on nine years, so I know the territory very well. No point to show up for that salary. As Valkyrie suggested, that will barely cover your expenses. At a minimum, you'd need at least SGD 6000k per month and that's if you plan to enjoy yourself here at all. Prices keep going up and up with no end in sight. Even HDB flats (and there's a long waiting list for anything you'd be remotely comfortable with) are going for as much as an older condo unit now.

Most "upper class" expats living in Singapore are on Employment Passes (EPs). Those in Singapore on EPs are subject to Singapore income tax, but not CPF (for that matter, it's also the same for WP and S pass holders). The Personalized Employment Pass (PEP) is still an employment pass, but it's good for five years instead of two, and isn't tied to a company. A PEP holder can be unemployed for up to six months without losing the pass. It's intended as a "1/2 step" towards PR, but it's not Permanent Residency.
Still, sidetrack aside, that's less than 8 beers in a nice bar a day, nett disposable income.Yeah.

Had a great time in SIN over the last 4 days there. I think in the end had 3 girls from this bar. Total worth it. The price was right and girls seem willing and read to go. Since arriving in Singapore I would have to say the standard has been way down compared to my last 4 visits. OT last night was full of American service men (no problem there) but the standard of ladies was very poor (especially Ipanema). Fat and unattractive ladies everywhere. No reason to be squeamish about getting takeout from OT or elsewhere to take to your apartment. If you have any concerns about prying eyes (and those are around in many places not just Singapore) , spend a little extra money and get a good VPN. With that, the only thing snoops will see is encrypted traffic between your home IP and some site in HK, San Francisco or wherever. I've used Strong VPN for quite awhile and they do a nice job, for example. But there are lots of them around so take a look!

Massage places in OT always charge over the top prices for a happy ending compared to the takeout prices in the bars (in the same building). If you want full service at a reasonable price you are better off hitting the bars in OT. You have to be able to start up the iTunes account in the US, but once it's up you can access it in Singapore without any problem.
You can also access a number of bit torrent sites from here, although I personally don't like downloading pirated stuff.

There are other avenues, but for a newbie I would recommend starting there and getting a feel for the place. But if your determined to experience something other than Thailand it could work. It especially will ease you back into western civilisation.
OT is reliable, with mostly Viets. And some Pinays in some venues. Careful you don't find yourself in a Pinay BMD Bar and waste your time. Geylang is worth exploring as well. For variety both in and out of bed, consider a 2-3 day side trip to Batam by ferry for some Indonesian.

Ipanema at Orchard Towers is open till 6am on thursdays, fridays and saturdays I believe. The Living Room at the Marriot at the intersection of Orchard and Scotts Road is open till 6am most days. You can pick someone up and go to a Hotel 81 (local chain with several locations within a few miles) that rent rooms by the hour. Make sure to have your passport with you as H81 requires that to check you in.

Here are some rules to live by when going to OT:
1. Yes the girls will do long term (LT or overnight) , don't pay more than 200 SGD for that, and the later you go and get one, the cheaper it is (please give them taxi fare for good service). Take your time looking and talking because you can find some gems in OT (not just ipanema). Take your time, don't be like the kid in the candy store that grabs the first thing he sees. There is not ANY girl that you cannot live without, hehehe. Lots of choices and lots of bars. Avoid the BMD bars, big rip off, there are a few of those in OT and in Lucky Plaza (although I did get a nice filipina outside a BMD bar at lucky plaza last year, she was "on break" and I took her away, kept her for 3 nights and she was fun and clean and GFE, overnight also).
2. Some will do anal, you need to ask UP FRONT about what they do (I always make sure I'm clear about BBBJ, if they allow CIM, FS and anal. The last 2 covered of course). And if they say yes and you get them back to your place and they don't do it. Ask them to leave.
3. Never pay upfront. The viets in particular ask for $ upfront, don't give anything up front.

Day 1:
