La Zona in TJ is made for the chicken-shit gringo tourists---more and more like a Monger Theme Park each time I go down there. The girls are just standing there waiting, like people for a bus, not drifting in and out of the shadows like ghosts on some deserted strip of industrial Western Ave. These mellow youngsters in cocktail dresses smile and nod and usually invite you to spend some sex time in a convenient "cuarto" located a few steps away. Pants on--pants off! No sweat.

TJ is a stroll in the park. In TJ the sun is always shining, the girls are always smiling and the peaches are always ripe for the picking. And if that weren't enough----The chicas are willing and ready for the dicking.

In La Zona TJ, LE is your friend. Heck, the police station is right off the main Alley. Not a threat. The whole mongering enterprise appears to be legal!

So, Mr. DA, get your butt off your couch and hit the #5 south. In two and a half hours you'll be in Monger Disneyland. Trust me.

Regarding pickpocket,

Its a lesson. While walking or sitting or just being around TJ you need to have your hands in the pockets at all time. I find it extreamly safe if my hands are with my important objects.

But then as time passed I don't take my wallet with me anymore. Just take the funds needed and the ID card + car keys. The less exposure the better. I had money stolen before during lap dance also, so becareful. Crossing the boarder without ID sometimes means waiting till IMS staff gets to work in the morning.

First time to the Zona Norte and can't wait to get back! My only regret is that I've lived in the IE 10 years and it took my that long to get down there.

I'd never seen anything like it. All the hot chicas just standing around waiting to fuck! It's like monger Disneyland! Started off by heading to AB as recommended and choose a hot light skinned girl with streaked hair and big natural knockers. Paid $60 for so-so FS. But wasn't too displeased given the price/quality ratio. Not a bad first experience. I went down last Wednesday, since it was my only getaway for the conceiveable future. I was like a kid in a candy store! For the price of a crummy HJ in an SGV AMP, I had hours of enjoyment with one of my faves and two new providers to my repetoire.

Dear TJ Newbies & SG Lovers:

DON'T PAY FIRST! EVER!

The street girls will always ask for the dinero first, as soon as you hit the room, but say "later", or in Spanish, "despues" or "posada". Usually they will frown, or make a small fuss, but BE FIRM and more than likely they will accept what you say. Tell them: "dinero is no problema, pero despues." (money is not a problem, but after.)

This will avoid the problem FOR YOU of being asked for MORE MONEY---for them to take off their top or pants, or for you to give a squeeze or suck to those milkmaid breasts which inspired you on the street, or to stroke the pussycat which is suddenly looking so smooth and silky, or whatever it is you want to do besides sticking it in. You've all experienced this, right?. It's the way they mark up the transaction. Whatever it is you may want in the session besides a pull down the pants straight poke, asking for the money upfront is the first step for them to scam you---and charge you more money for it during the session. Trust me on this.

If they are absolutely determined that you need to pay upfront and you don't want to argue with them, start to walk out of the room. And if they don't stop you (which they probably will)---walk the f*ck out. Take a $5 or $10 hit on the room and cut your losses. It will be a lousy, rushed, over-priced session in the end.

Finally, paying upfront WILL NOT MAKE IT A BETTER SESSION. She won't be nice to you because you are "nice" to her. She will just see you as a sucker she can play any which way she wants. You see, once the $20 bucks is out of your pocket and in hers---you're on the defensive and she's one up.

Bottom line, it's all in the selection process. With experience, I think anyone can develop a sense of which SG is a potential cold fish and which SG is standing out there, willing to work a bit in order to provide an decent service for the fair and accepted price ($20). Maybe it's about using and trusting your intuition and sense about people and chicas to make the street selection a home run. I know that in my experience, the SG who are selling hard and pulling at your sleeves are the ones I definitely avoid.

A good SG is the best deal in TJ.

A bad one is the worst.

Good luck. But whatever you do----PLEASE DON'T PAY UPFRONT!

I think not paying up front is a good idea, but it doesn't really work for me cuz either the girl is insistent on it or it just dampens the mood with this "confrontation." the only time it worked for me was with guadalupe who didn't ask for the money up front. She's such a professional. Otherwise, you already start off on the wrong footing IMO. And if they try to rush me, I always remind them with my watch of how much time we have left. they have no choice really, but fuck for the promised time. But, I must say that I always arrange what I want from them for a set price so that they can't charge me extra. so, it's usually, $25 for 20min, sin ropa, and one more position(usually doggie). There are no extra's for me to pay in these cases unless it's "el culo" which I have not been able to find.

I think 2128 and TJ Bob make good arguments, but after my last experience, I tend to agree more with Member 2128.

I say this because the last experience I had with a SG, wow what a body, was better because I told her that she would get paid after. I don't know what made me do it this way, and I think I got away with more because of this.

For instance, she charged $25 - offered $20, but would not budge on and wanted another $5 for sin ropa. This was a hard decision, but she was young 23 with a nice ass and just had to do it. She also had a tight virgina-wallet, discovered after the fact.

Got to the room and wanted an extra $10 for cowgirl. I said "no way," but perhaps she remembered that I did not paid her upfront, so she agreed to more than one position without charging $10 like she wanted.

I will always try to pay after, if possible, from now onwards.

Went down on Monday, and things seemed a bit slow both in AB and the alley. A cabbie told me Sundays to Tuesday could be quite slow sometimes. Eventually found a good hookup at AB on Monday, and a report can be seen there.

Returned to TJ on Tuesday, and started at Tropical. Only two girls of interest to me there, and both were either engaged with others, or when not, were not too interested in marketing. So I decided to cruise the alley.

It is true, the SGs in the Alley - except for Cascadas - are all gone. I attended a meeting of the SGs a few minutes ago, and here is the report:

Some authority gave the order today that no SG can work on the street in the new Alley.

Legal representation of the SGs is filing a stay of the order for the SGs to leave the Alley, but it cannot be filed until Monday.

Hotel Eduardo is planning to swiftly create a lobby for their girls, but completion date is ***.

This action only covers the Alley, but the general feeling is that the rest of the Zona will evict the SGs if this works.

There was a long discussion as to who gave the order, it is not clear that the Mayor is responsible, it is possible that it is just the substation police.

I noticed that the Cascadas lobby is filled with their prime SGs, about 5 deep, lined up like cows. They are inside the lobby, not on the street.

That's really bad news if it's true. I really enjoyed the SG eye candy in the well lite and paved alley. I would hate to see the action go indoors due to poor lighting and the inconvenience of going into each of a dozen establishments in the alley. The alley will just become another bar scene in TJ. I'm really going to miss the SG's lining up those walls. The whole experience of haggling and picking out the right SG in the alley just won't be the same anymore.

Hi there!

I went to TJ friday nite. There were girls everywhere on Coahuila street and streets next to it. The girls were mostly asking for $20 or $25 and if you ask for all clothes off (Sin ropa) they ask for $5 or $10 more. BJ was extra $10 but the girl I got wasnt worth the extra $10. Of course the hotel room was an extra $5. Some of the hotel lobbies had the girls in their lobbies. There are so many police in Coahuila street and I feel it is much safer there now. But of course there are few who still get arrested for doing stupid things. I got a hotel for $32 on Coahuila Street but it was one of the nicer ones, clean w/ only shower, bathroom and porno tv. Have fun! I am planning to go there again next month!

This is bad.... I was down there tonight and it sucked. I could not find any of my SW girl friends that I know.
I don’t know if they will move to a new location or be gone all together. If the bars are responsible for this in anyway I will never step foot in them again. I Prefer the SWs over the bar girls anyways.

I would say let's not panic yet. Let's give the girls a bit of time to sort this out. There will be a solution, but if you want to do anything, visit the club for one last time and tell them why you will never be back and why you will instead follow the SGs wherever they go.

I'll be there on Tuesday so I'll interview a few girls, maybe I can get some insight.

Not good news if what Explorer8939 has said is true! I was just there on Thursday (9/23) and it was business as usual, so it must have changed since then.

I agree with FlapJack, I will never step foot in any of those bars let alone buy drinks in them! I could deal with the "barkers" when walking the alley, and that even bothered me, so having to go into each and every club is way tooo much work. Not to mention, if price changes come into play, then it may not be as worth it as it used to be.

Tourism, huh. Why that section? Don't they realize we are the tourism in that section and money pours in because of this. We come, we visit, we window shop, we buy drinks, we buy commodities and then go home - this is tourism to me. The system was working fine without doing all the other things.

I think it boils down to money, always does. Someone has to pay for all that construction going on there and by moving SG's inside, they (government) can control and account for more of the money coming in via SGs, then they can take a percent of it - in the name of tourism, whatever.

I went last night, and had no problem finding street girls. It seems that the club owners don’t want competition after the improvements to the alley were completed. It looks like they were successful in kicking the girls out of the alley, but not out of the zone. The girls simply moved to the adjacent streets that run perpendicular to the alley. The girls are now lined more densely on Constitution, and Niños Herues. They are mostly concentrated right around corners that intersect with the alley. I hope this helps. Have fun.

Fri. nite Iwas there. New regulation? prohibits street girls from plying their trade on the side walks in the alley. Yet on both sreets that run both north/south on either end of the alley it was business as usual. Also as reported Cascades chicas simply moved into the lobby.{ As usual the friday night scene at adalitas was absolutley crowded smoky and hot.} The best part which was both comical and also sort of sad was that for a while the girls organized a sort of unorganized protest/ march/ run.{they ran around the block} about 100 of them. Another interesting note was it looked like all of them were wearing regular street clothes as opposed to mini skirts and pumps. A nice change in my opinion,I prefer my *****s not to look like *****s.

Because the alley wasn't working for me i walked around the block few times. In search of some fresh meat{is there such a thing in Tj?} I run into Natalie , 28 year old depotee from LOs angels,Exiled to Tj for drug trafficing,daugher stays with grand mother in LA, At any rate she's cute, speaks perfect english and offers to Completely service me for 30 dollars. Seemed like a good deal but i passed on it because of shifty eyes and she used a seedy hotel. Just curious anybody else ever use her sevices? i cant understand the philosophy for this move... the bars in the alley are a bunch of puta bars, arent they?? How is this going to attract tourists?? Are the bars in the alley are trying to reach out to the 18-45 crowd with children... I mean, how many tourists (non mongers) actually hang out in the red zone?? i never see americans with children running around there.. the only tourists i ever see in the red zone are mongers... why would normal tourist go down to the red zone to eat , drink and shop?? I know that the city wants to change its perception about that zone, but i mean, a spade is a spade.. thats it..
Regarding the SGs in the alley.. will they be allowed to work in the other areas of the zone?? and does this mean they are going to get rid of adelitas, and chicago club??

The sad thing is I use to go in to those clubs and have a few drinks while I would recharge my self for then next pop.

IF the SGs are no longer there then I will have no reason to go in those clubs and buy drinks.

I may go one last time just to let them know why I will no longer frequent their bars.

I may even type up a small letter and give it to each manager of each bar that explains why I will no longer spend my money in their bar.

It sort of sounds like they are wanting to make an other revolution style street with rip off clip joints for the stupid tourist to fall victim to.

Wow, what a shocker. I always looked forward to the SG. They didn't look like the brady bunch and they are hot in some of the outfits. Aldelitas is ok, and pretty hot stuff there too.

The last time I was there I checked out Chicago Club. I know it was a weeknight, but most of the women there looked like your long time girlfriend. I really tried to pick out one, but in the end I walked back thru the alley and found some slim chica.

It may not have been romantic, but I was looking for sex not romance.

I missed the chance to go for the chica in the leather thigh high boots. I should have went for her before she dissappeared.

I am not a SG fan, but checked it out today "for the team". The ban applies only to the alley itself, and enforcement is already loose. There were still a total of more than 50 SG working tonight, Tuesday, they are just all moved around, so it may be hard to find a particular favorite. There are already about 10 girls working the alley again, altho they are kind of hiding in the doorways of the stores and hotels. There were about 30 SG working Constitucion. All of the regular Constitucion girls were there, plus a bunch from the alley. I stuck my head in Miami Club in the alley and saw about 10 more of the street girls inside. Then a bunch were in the lobby of the Cascadas Hotel. Talked to a few of them. Some girls have gone home for awhile, but most have just moved around the corner or into the alley clubs. Now they have half of Constitucion roped off and are improving it. SOMEBODY is putting a lot of money into improving the zona, so who knows what the future will bring.

I wish I could dig up me post about a year ago when they started the construction on the streets. I stated that things were going to change and responses were .... NO F****** WAY.

Here is the recon on the cameras. I was just there on Thursday.

They all are located above on the roof the Miami Bar. One points towards the entrance of Tropical Bar, the other Miami Bar, and another to Cascadas Hotel. Two look like older stationary cameras, whereas the other one looks newer and may rotate.

It looks like the girls are back in the alley. I guess that the club owners realized that people go to the red light district for sex first and entertainment second, and not the other way around. I think that some of the zone clubs are trying to reinvent themselves in to something similar to the clip joints/strip joints on Revolution; probably in an attempt at bringing in more “tourists”. TIJUANA – Around the corner from the tourist strip of Avenida Revolución, hundreds of prostitutes wait for clients by lining up in front of hotels and bars at all hours.
Prostitution has been permitted for decades in the Zona Norte, a part of town where many pimps bring the women they lure from small Mexican towns. The city allows the women to work after they obtain permits, which require monthly health checkups.

No one expects prostitution to disappear in this part of Tijuana, but city officials want to clean up the city's tawdry image by moving the prostitutes off the streets into specially built hotel lobbies in the Zona Norte.

A recent attempt to start the process in an alley called Callejon Coahuila demonstrated the challenges the city faces in tweaking with the traditions and dynamics of this colorful part of town, which also is known for its ties to smugglers, drug dealers and other shady characters.

Two weeks ago, police and inspectors shooed approximately 300 prostitutes out of Callejon Coahuila, hoping they would stay inside the hotels. But only a few of the hotels have waiting rooms prepared, and the women ended up going to other streets.

A woman said she moved to Tijuana to escape an abusive husband. A human-rights activist said some small towns in Mexico's interior have become feeder communities for prostitution.

Some of the prostitutes, worried they would lose access to a prominent location, threatened to protest by taking off their clothes at City Hall. After meeting with city officials, they were allowed back into Callejon Coahuila.
"The thing is that there are six hotels in Callejon Coahuila and most of them needed to still be remodeled with the (special waiting) rooms," said Marco Antonio Villalobos Hernández, director of regulations for Tijuana. "Until the hotel areas are remodeled, we won't touch this."

Unlike American cities, where the sex industry is kept mostly under wraps, prostitution in Tijuana is negotiated on street corners as openly as getting a shoe shine or hailing a cab.

The city has issued about 3,000 permits that allow prostitution. Most of the permit-holders are women who work in dance clubs, bars or massage parlors, but about 500 to 600 stand along the Zona Norte's streets, according to city officials.

Though the area is sometimes visited by curious tourists, most of the prostitutes' clients are Mexicans, said Victor Clark. He is a Tijuana-based human-rights activist who has represented the prostitutes in extortion and abuse complaints.

Other Mexican cities have moved their street prostitutes out of the public eye into hotel lobbies or waiting rooms. Tijuana officials, hotel owners and some of the prostitutes who work in the Zona Norte had come to a similar agreement over the past two years, Clark said.

"We have always said that it's important to provide more dignity to their work and to transform the urban space," Clark said. "When they are in the streets, they can be stigmatized and have insults thrown at them . . . and they can get cold."

But Villalobos said the discussions apparently didn't include some of the women who work in Callejon Coahuila, which contributed to the confusion last month.

The city continues to encourage the approximately 28 hotels in the Zona Norte to set up special waiting rooms, starting with Callejon Coahuila, but no one ventures to estimate when the rooms will be ready. Even supporters of the idea have their doubts it will work.

"I don't know if it will function or not because prostitution here has its own dynamics," Clark said. "Some of the women are worried that some of the men will be too afraid to go into the waiting rooms. Facing 30 women in a room may cause them to flee."

Laura Fernandez Contreras, 24, a prostitute who works just outside of the Callejon Coahuila area, said many women also feel safer and more comfortable standing outside.

"This has been going on for so many years here that I don't think it will change," she said. "When you work on the street, you don't get bothered or hassled, and you don't have to deal with the smoke in the bars."

Fernandez said she has been working on her own, and that she sends a part of the money she earns to her parents, who are farmers in the state of Veracruz. She is one of 12 children, she said, and she dreams one day of opening a snack shop back home.

Clark said that a few of the street prostitutes are able to work on their own, but that most end up here through pimps.

A street prostitute between 18 and 25 earns on average about $30 a day, though the younger women can make about $100 a day, Clark said. Most of the money, he said, ends up in the hands of their pimps.

Clark said that certain small towns in Mexico's interior have become feeder communities for prostitution, but he hasn't found evidence the women are being trafficked on a wide scale by organized crime groups.

"There are certain villages that produce pimps, and they will go look for young girls whom they deceive and bring to work here," Clark said. "A pimp that has three girls could be making $300 a day. They use the money to build a hotel or a restaurant back home, so the village's economy is based on this activity."

That means if each girl makes $100/day and the pimp has 3 horses working the track, then thats $300/day. And as the article states the pimp is making $300, then the pimp is getting 100 percent. I find that hard to believe.

Walked around the "zone" on 10/6 around 8pm there were still a lot of girls working the "alley" I really did not see any drastic changes in the number of girls working outside.

I took a friend with me and he was pleasantly suprised by what he saw.

However, like with all media stories, it helps to be a bit skeptical and not to TRUST BLINDLY everything that is written.

For instance, what do you think of the following?

It's clear that CLARK isn't a monger. Are there any SW out there in the Alley who are OLDER than 25 years old? Maybe three? Also, considering the CURRENT PRICES, I can't imagine that the average is $30/day!!! I think CLARK is way behind the times pricewise. The average of $30/day would mean that an average SW would do between 1 and 2 guys for an entire day on average. My guess would be more. More guys and more $$$ as an average, especially on weekends.

And I see NO EVIDENCE of any kind of pimping. Pimps hang out on the scene, watching their girls from a nearby vantage point. After many years of going to TJ for the chicas, my guess is that the SW are independent business women, who do not want the "supervision" that comes from working in a club---OR with pimps. They work their own hours, make their own deals and keep their own money. Some are supporting a no good boyfriend to be sure, but these are not PIMPS by a longshot.

The putas that make $30/day are the 100pesos SG's who are fugly. They cater to mainly the locals. The top SG's definitely make more, but those are more rare than the average SG.

Almost all of the SG's and BG's are "independent" but most answer to their padrote who is their boyfriend that lives off them and keeps all their money. A "pimp" is not a boyfriend. TJ putas don't give their monies to a "pimp" but to their padrote and family.

Saw some new faces in the Alley on friday oct 15. Wasn't busy at all for a friday night except at AB/CC. The newer SG's in the alley are younger, prettier and priced lower than the vet SG's who want $30-$40 for the same services that i get. I've been turning down a bunch of vets these days. So, don't take shit from the vets and go for the newbies and never pay more than $25 unless you are requesting more time and positions than the norm.

It doesnt matter how tough or big you are...you all will fall with the chokehold. I have won many trophies in judo and still workout about 4 times a week and none of it would have helped me.

In regards to SG's... was there last week Thurs eve and tons of new SG's. Hell, too many to pick from and damn beautiful. Just can't stop thinking how convenient TJ is for the SD local. Had a couple of hours to spare this afternoon, and instead of "getting lucky" ($50 for a lame massage + $50-100 for "extras") at an AMP or seeing what I could find on the streets of ECB ("Is she a pro? Headed down to the danger zone (zona roja) on Thursday. Got there around 3-4pm before the sunset and the putas covered up too much.

The following is a mix of old experiences as I don't get to post very often. I don't have my own computer. Every time I save up some cash, I end up spending it on my hobby.

I've noticed some bad experiences with Cascadas. I haven't been in the zone for about 3-4 years. When I did go, I'd pay $35 at Cascadas for the entire night so I don't have to worry about the knock on the door. It was fairly clean by TJ standards; top floor towards the alley side.

What I didn't like was they didn't give me a key. Each time I went up, I had to track down one of the cleaners and have him open the door for me.

Can anyone recommend a room in the zone where they give you the key? I would like it to have a shower with warm water. Please include rates and location in relation to HK Club or AB Club.

It has been said here many times, but let me say it again. There really is no good place in TJ to get a good massage. It is sort of an all or nothing experience - you can get FS, but very rushed and very expensive (more than twice what you would pay in AB or CC) or you can get a nice massage with NO extras.

Do not believe what any hustler, street barker, or taxi driver tells you about MPs. The reality is that they all are a rip off. If you really must try it, I might recommend the massage parlor at La Tropa bar (go out of AB, turn right and walk straight for 1.5 blocks). The place is very clean (nice even) and the girls are hot. The problem is that it is $40 for the massage and then at least $100 for FS. This time got ripped off twice. Just remember everytime you go to the border that people who live or come to this area are hustlers and are there for the sole purpose to make money whether legit or not. Now I have been to TJ quiet a few times, and know enough to get around.

So, my trip began in HK bar again. Got some drinks and relaxed. No one hassles you and just seems like one of the better places to hang out. Did not get bothered about getting lap dances once which is always nice.

Then off to the street to check out the scene. Saw this one puta who was tall, skinny, nice overall body and a pleasant face. Got her and took care of business.

Then off to check out some of the other bars, including AB and CC. Mostly just checked out the club and the talent, but did not stay and drink any beers.

This is where things start to go downhill. Went to this strip club on Revo. Its called Peanuts and Beer. This place was just sooo bad. First, aside from being hassled every, literally, two minutes to get a dance from both the strippers and the waitressess (more like barkers for the stippers), the beers were $4 for just one. Secondly, the strippers were abnoxious, they spilled my beers twice, once all over me, some were high and drunk. They would not take no and leave you alone, they would force the issues by stradling you - avoid this place cos it cathers to the college crowd with these tactics.

This is where I got ripped off as well. These stippers were coming over and stradling me and when the beer spilled on me I was in the process of paying and just as I was getting up to avoid getting more wet, the money must have dropped out of my hand and the stripper must have picked it up as I was wipping myself. I noticed that my money was not is my pocket and realized what had happened, so I immediately left.

Should have headed straight for the border but still had some cash in other pocket, you would think this is good - read on. I headed to the alley again, so I am standing there and checking out the scene again. Just standing there minding my own business by myself across from HK and MB. Left pocket there were two separate set of bills, one with smaller change and the second with two 20's. He hands me the one set, which I think are both sets, but when he leaves the set with the higher value is missing - he took it. I did feel him go throught the side pockets twice and did not bother to open the side tigh pockets on my cargo pants. So - Great, got ripped off again. What do you do in this situation? Confront them and ask wheres the rest of the money or say gracias? Perhaps Country John has some words of advise?

After this I had just about had it and was so glad to be heading the the US. It just seems that, in some situations no matter how hard you try to be anti-hustled, its happens it TJ since the hustlers are going to get there money.

Oh, yeah finishing thought. Do NOT walk with the barkers that want to show you around. Saw these two Americans in cuff and the barker showing them around was taking something, most likely drugs, out of his shoe and giving them to the Mexican cops. Pretty much all the Avenida Revolucion places are ripoff-hustle places. Bambies, peanuts, Pussycats. Too many bad memories there. During my past few trips I have noticed that the girls will go only to certain hotels. The hotels have lockers that the girls store their belongings. This is because the girls live in the hotels. Yup, all the SGs have their hotels that they work for. They store their purses there with the clerk in the lobby and get their stuff on the way up. This is the same with club girls. Same thing with Bar Girls - if you want to take them to a different hotel then you have to pay a bar fine, which is usually $10 - $20. Depends on the bar, the door man and the length of time you want to go for.

As for going TLN with a SG, I think you would only want to do this with a fav that you have gotten to know. Since I've never had good luck with SGs, I have avoided this. For a better deal (IMHO), go to a club and find one that you like and then enquire about TLN. For night girls, you are better off waiting until later (after midnight) when their shift is part way over and they've had a chance to make some dinero. Under a bylaw passed last month, the city is forcing about 50 clandestine brothels to meet public safety and hygiene standards, like putting clean sheets on beds, or face closure.

"We have a lot of prostitution but few controls," Martha Montejano, head of the council's health and human development commission, said on Wednesday. "This aims to combat sexually transmitted diseases and bring order to the massage parlors."

Prostitution is illegal in Mexico but brothels are often left alone by law enforcement agents.

Under the regulation, some 7,000 male and female sex workers in Tijuana, a city of 1.2 million people, will carry health cards with a computer chip to show they have passed monthly health checks.

The Tijuana bylaw is due to come into force in the coming days, perhaps as early as Friday, and a team of 30 inspectors already has begun visits to brothels, which are often thinly disguised as massage parlors.

The bylaw is the first serious attempt to regulate the sex trade in the city, which has served as a playground of bars, brothels and racetracks for visitors from California since the U.S. prohibition era in the 1920s.

Brothel operators back the measure, which they say allows them to operate in the open for the first time, while providing safeguards for both sex workers and clients.

"It makes it safer for everyone involved," a brothel manager called Jorge told Reuters at a massage parlor close to Avenida Revolucion, a strip of gaudy tourist bars. "The girls and the clients are better off and it means the authorities can't close us down if we comply."

The Tijuana bylaw, similar to regulations in cities like Monterrey and the Pacific coast resort of Acapulco, has been criticized by some opposition councilors.

"It's like throwing up your hands and saying that we've been beaten by the problem of prostitution," said opposition councilor Luis Ledezma of the conservative National Action Party. "We think it definitely goes too far."
