I am a customer or Bank of America and they are on the Global ATM network with Scotia Bank. I know last time I was there I used Scotia ATM and there were no fees. If not I would just delete it and shoot another to their satisfaction. The only other reason I would go to Panama are the Casinos since I like to gamble, and Veneto is ideal for both hobbies.Actually there are Casinos in DR too, but if you are a serious and / or an advantage player you will clearly see the deficiencies in the DR games. I mean the house rules on games like BlackJack, Roulette, etc at DR are really unfavorable to the player compared to Panama which has some of the best rules on earth (maybe some or few Asian casinos can beat it). At Boca Chica Hamaca they have a no limit Poker table but I am starting to suspect the game as they let their own employees, promoters play there (they got me for good there as I am noobee at Poker).
These two were good GFE's during my stay at Panama City (both non Colombian, one from Peru and other Panamian) , there were couple of other good providers but they were hardcore, looked like been in the game too long.
You should get a good feel of DR vs Panama just from reading the respective boards on ISG. DR board is mostly active, lively and vivacious. Panama is anemic, cold and sporadic. Hehe.

There's always pros & cons when you go with a non pro. Here's a University student I pulled from one of the schools in Santo Domingo winter 2010. Get numbers and give out your number at night. By the third day of this, your phone will ring non-stop during the day. I hang at the beach and walk the side streets during the day. I get lucky and run into some, but I meet most chicas at night.
I have not seen any Russian girls in Passions. You can always ask the owner, Peter. I have heard that Cabarette clubs are the place to find some. But be prepared to spend $$$.
