I think with the adjustments that PhordPhan suggested, Exoticspirit will probably get along OK.
Nowadays when I approach a new SG I simply low ball her at 100 pesos or 150 pesos (depending on where she stands) and make no specifics as to what I require for the session.

I have never had an issue with a cabbie not having small change. They *might* try to BS you, but they always have a few pesos. Change for a 100 can be iffy, and for a 200 can be a real challenge. Aggressive attitudes will backfire on you every time in the zona. Not even I try to lowball walkers for 12 dollars, sorry but you roll that way you get what comes your way. Years of dealing with Walkers and never had I ever tried to deal with them like that. Number one why are you walking around with a walker and her pimp ass boyfriend that is a huge NO. You just walk away from a Municipal Cop looking to shake you down like that, with the cops being extra aggressive as of late seems you got lucky. If you are correct with all these walkers they will be correct with you, years of banging walkers and interacting with them. So take my advice come correct and you will not have problems, not many of these walkers would jump at 12 bucks just saying.

Good that you share your experiences. There are a couple lessons here that could help the bros avoid troubles.
1. don't hang out or go anywhere with people looking to buy drugs. They will rob or steal from you for their fixes. In a jam they will screw you and pass the blame to you. If you really have to fuck the girl, tell her to take care of her fix then come back and find you.
2. I have never heard of any chicas in Tijuana who took the money then ran like in the US. I appreciate your advice based on your experience. I respect that. I have been going to the zona for a long time myself as well, but never have been interested in the walkers. I usually get warmed up in the HK, and then go out looking for a nice paradita. There are many that will take 200 pesos ($12) for a sin ropa if they can sense that you're a nice guy and have good hygiene, especially if it's a slow rainy night. I usually end up giving them 300 because they usually give me the service I desire. Policia Municipal are the foot-patrol cops employed by the city and are city officials. Policia Commerciale are armed and employed by the bars. I have seen the same Pol Com work in front of HK, Adelita and Valentina for years. So they must be employed by the bar and not the city or security companies.
The Policia Municipal have been restaffed with new, younger people and have become very professional in the last 3 or 4 years. I don't know what they would do in the case of accusations by the chicas. Would they take both parties to the station to see the judge? Would they just arrest the accused? Some bros with proven insights may be able to shine some light into this scenario.
10 PM one night I saw an ugly butch with spiky hair, exiting bar Malquerida, noisily and angrily accused a big, fat mesero of something. Half a dozen meseros went outside the bar trying to calm things down, then a pair of Pol Municipal just walked up, listened to the complaints, cuffed the guy and dragged him away. The accusation must have been about money, as the butch was so ugly nobody would have touched her with a 10-foot pole.
I have also seen a pair of unarmed Policia Auxiliare responding to a bar disturbance, pinned a young guy down the sidewalk, cuffed, searched and arrested him.
So unless you have a lot of time and know the proper ways to fuck around with Tijuana policia and Mexico's mysterious and notoriously corrupt judicial system, it may be better to just cut your losses, avoid tangling with policias and just split. Just save your precious time, sweat and money to spend on the chicas. Hehehe.

Policia Municipal are the foot-patrol cops employed by the city and are city officials. Policia Commerciale are armed and employed by the bars.
