The sections the article refers to, regarding casas de citas, seem to have been repealed. The law now seems more broadly written. It seems to me that it could be interpreted in a number of ways. But it also seems to me that the bars / hotels in Tijuana are set up to carefully circumvent this law. The bars employ girls. Yes, we know they are hookers, but, technically, they are not employed in that capacity. The hotels are simply providing rooms to guests on an hourly basis. Of course, with Mexican society being as absolutely corrupt as it is, the laws may have little real-life meaning.
But to clarify my original point, brothels do not appear to be "tolerated" in Tijuana. You must exit a bar, onto a public street, and then into a public hotel. The first time I came to Tijuana in the mid 80's, I was taken to a Mexican brothel on the extended dusty portion of Ave Revolucion North of El Arco now. Yes a lot of of the SG's go to Cascada's. There is a number of SG's that will only go the hotel thay stand in front of. Many of these girls stay at the hotels so have a arrangement. The odd thing is is that many of them live elsewhere in Tijuana yet still refuse to go to another hotel. Not entirely certain why they do. Personally I avoid Cascada's. The closest location to Zona Norte is the spot on Revolution near 3rd street (a few storefronts from Sorianna grocery). This has become one of my quasi-wingman's favorite restaurants in Tijuana. There is a nice thread called Food in Tijuana that is chock full of places to eat. You should check it out. There are no good pizza places in the Zona Norte, nor will you find good pasta (why you want pasta when there is a ton of good Mexican food to be had is another question). However, there is good pizza to be had a Colectivo 9 (Revu) and good pasta at La Strada (8th and Madero). I haven't had the pasta at Caesar's but I'm told it was good. These would probably be the closest to the ZN.
I think only the Hacienda de Santiago might have a fridge. Others will know more.

Best Pizza I've had in Tijuana is at Giuseppe's, which has numerous locations in Tijuana. The closest location to Zona Norte is the spot on Revolution near 3rd street (a few storefronts from Sorianna grocery). This has become one of my quasi-wingman's favorite restaurants in Tijuana. When I used my VIP for half-priced "Private Dances" in late 2014, my chica of-the-moment and I were given access to a "privado" booth that was then located on HK's second floor. Now that the privado rooms have been moved from the second floor, I am unsure where these "Private Dances" are held. I believe some privato booths are still located on the third floor.
When you rent a short-time room with a Street Girl, and present your HK VIP card to the hotel desk clerk, the standard 15-minute rental is doubled to 30 minutes. It was located right at the bottom of the first stairs headed down in the north wing of RdeO. It was room number 56 or 59. It was just like the Cascades M. Suites (big Jacuzzi, double room, safe) but it did not have a mini refrigerator. It was really nice with a big main room, King Size bed across from the tub. It also had a second area, with its own double bed & Amoir & flat screen TV, small table and chairs. This second area was partitioned off from the main room, for instance you could not see the bed from the main room. But the second area was not completely private with a door that shut.
I think the other Master Suite in Rizo de Oro has a large oval-shaped tub that they picture on their website.

Thanks.1) You will easily find ATMs in HK's entrance, near AB's entrance and at bank branches near your hotel and near LZ. My favored ATMs are inside grocery stores, like Calimax or Sorianna.

Perhaps after erecting and making Mexico pay for the new border fence, Donald Trump can also make Mexico pay for erasing the graffiti in the US.
