I was on a 5 days trip to Bangkok in the second week of March and for old times sake, on one of the days I decided to try Tara. I had previously experienced Tara (previously Tarawadee, I think) nearly 8-9 yrs ago and had fond memories of it. So here's the below:
1. Ambience is quite nice, much like a luxury hotel. Booked a 4 BHK as we were 4 of us.
2. Girls were pretty much average, nothing drop dead. Different sections with different rates.

Last night's report.

On my trip I lived at Marriot Executive Apartments on Sukhumvit. On the second night itself I discovered a massage place which was owned by a beautiful lady called Alisha, walking distance from the hotel. Tried a thermae girl for the 1st time today. Turned out to be a complete waste of money. First of all she's not that good looking than what I thought inside the cafe. So here is help for tourists on a normal budget: If you use a regular street taxi, you will pay less than equivalent Grab or Bolt. If you ask for a Bolt car, you will pay less than a Grab, IF and WHEN it shows up. If you order a Grab car, it will show up and on a long trip, you will pay 10% more than Bolt. But it will show up. And if you want to go fancy, you can even get SUVs and Benzes. You can get bikes too. Please check your health insurance to ensure bikes are covered.
Budget travelers: Taxis and Grab bikes and Motocys are cheap. You will stand there waiting for Bolt cars as those of us in Grab zip by. But you will save $1. Then you can report here that you saved a dollar to the kudos of the budget crowd. Riding a Bolt bike through back Sois in 100 degree heat and pollution to bang a photoshopped chick in a cheap hotel to save $20 gets you kudos in that crowd.
Anyway, to the non budgeters, I say, nay, I shout (with appropriate finger gestures):
Do you want to stand in the heat somewhere while waiting for a car because some budget traveler told you you can save. A DOLLAR? Do you want to adjust YOUR plans to accommodate the fact that your car might not show up or is late? Hows that bladder feeling at 4 am with all that cheap beer gurgling while you wait for the car? Can't shell out an extra dollar, piss your pants instead?

Have followed the discussion here a few months. Have mainly experience with MP and SW and tend to be more budget minded. It's just I was surprised when booking my latest flight that most popular airlines like Emirates, Thai airways, airAsia etc only give a 7 kg carry on allowance! It seems quite stingy. My well travelled "cabin size" small case is always thought of as a 10 kg case and whenever I have checked that it was always around 9-11 kg in weight.
I usually check a bag but after my two last trips to BKK (first I missed a connection because of bags not being properly checked through, then the following trip they lost a case on me) so I want / need to keep my stuff close to me as I also have a very tight transit stopover on the way in. Don't want to miss the flight for any reason and miss the fun of the day in BKK!

Another trick people do when they have lots of carry on is they have one of those large shopping bags and load it up with stuff. Most airlines won't weigh those or even count them as a carry on. As Global wrote some times you get lucky and Air Asia doesn't weigh all your bags. Possibly cause he paid 1100 baht for over weight carry on already.

Mid May is still pretty hot. I usually return to Thailand after my Songkran hiatus in mid-May. It's a good time to be in Thailand if heat is not an issue for you. The Songkran fools are gone. The girls are coming back down to earth having spent all their money they made over Songkran. The ball is back in the men's court in terms of pricing. Sure there may only be 70% of the number of girls by mid-May but 70% of A LOT of girls means there's now only a lot of girls. The girl to guy ratio is crazy.

But I suppose the reason I and so many other expats I know don't choose to move elsewhere is because we are not all that disgruntled by it, assuming, as you point out, the P4 P scene is such a big or sole reason for our living here.
I certainly have had complaints about it, but I don't know if I would say I was ever disgruntled enough to consider moving.

I have known it to range from 700-800 baht on one night to 1,000-1,200 baht on another night in the same bar.
There used to be Nana Plaza gogo bars that charged different barfine amounts for different girls. A two-tiered pricing system; 700 baht for "regular" girls and 1,500 baht for "special" girls. I don't know if that is done in any bars anymore. I actually liked that system. A "special" girl was not only a bit better looking than a "regular" girl but she also tended to agree upfront to BBFS+CIP while the "regular" girls rarely did. And her fee was no different than that of a "regular" girl. Only the barfine was higher. An additional 800 baht well worth paying, IMO.

Nowadays you don't have to pay for hotels far in advance and with the booking websites you can usually cancel up to a day or so in advance even if you do reserve a room. For a first-time visitor with only a week of free time, in my opinion, Bangkok is hands-down a better place to spend it.
Aside from a polluted beach, there is nothing Pattaya has that you can't experience in BKK.
