Is it clear whether the new law applies to swinger clubs, at least those with no house women? Yes, punters pay an entry fee in return for sex (not guaranteed, but legally it isn't guaranteed at a Partytreff either), so it could be regarded as commercial. On the other hand, it certainly doesn't apply to lovers fucking without a condom in a hotel room. Is a swinger club more like a hotel room or more like a brothel?
