Current plans call for quarantines to end September 1. That was the basis for designating that date to resume international travel. Everything is of course subject to change according to the situation a month or two from now.

So as an example, Bello which is not part of Medellin has opted out of Pico and Cedula, meaning everything is wide open to them, at least what is open.
Another interesting exemption is under # 35 regarding exercise which states that adults can exercise two hours a day. No restriction on the hours like previously between the hours of 2 and 3 PM.
So basically that means go outside and if you get stopped, your on a walk to exercise!
So this is huge, and granted you might not be able to get into an EXITO except on your Pico and Cedula days or ride the Metro, nothing will preclude you from getting in a cab and hitting a Casa or El Centro.

There might be a fare advantage if you book something now, or maybe not. As always it's best to confirm fare rules. As you stated, many things can change between now and September 1. Any guess is valid. The airlines have never stopped selling tickets. Two days ago Spirit pushed the start of scheduled service on its website from July 5 to September 1. Presumably that move was based on advance notification from the Transportation Ministry. I had been checking the airline sites regularly. I suspected last night's announcement was coming when I saw the changes Spirit and American made to their schedules. I use those web sites and the government's for information and I use websites like this one and the "various news outlets" for entertainment. So far since March it's worked well.

You are spot on, correct on all counts. In fact, that has been the situation for nearly three weeks now. I won't be surprised to see the return of uber not long after June 1. Bars and restaurants will be the final frontier it appears. I miss them but I can live without them. Rappi and uber eats are good enough. Well day 3, everything is going smooth like really good. It is very easy to get a flight into Colombia that does not originate in the US. China and Europe were restricted back in March while there were still flights. Time will tell.

So as an example, if the entry requirements prohibit anyone who has been in the USA in the last 30 days, then I guess you could go to Canada for a month. But more importantly, lets say Colombia is opened to all, but with a testing requirement and a 14 day quarantine. This basically will be a no go for tourism as most tourists / mongers aren't going to have that amount of time.
If Colombia were to allow entry just based on being tested negative, then the flood gates will be opened, and the planes will be full of mongers. However Colombia currently, with the extension of what I would call a very loose "lock-down" until July, has surpassed all other Countries on the planet for lockdown duration length. I suspect the entry requirements when they open up, of which they have three months to figure out will be strict, not like some of the European Countries that are opening up for the Summer.
Unfortunately, all we can do is wait and see what they come up with, a lot will be learnt in the next couple of months based on what happens in other Countries.

Apologies in advance, I am going to briefly veer off topic somewhat. I ask the members to please pause and give a thought to Mayor Daniel Quintero and his family. Last week his 5 month old daughter underwent a partial liver transplant for which his wife was the donor. The mayor took a three day leave of absence around the 16 hour procedure. Thankfully the child is improving.

Of course the Dominican Republic depends much more heavily on tourism than Colombia so it's understandable they would want to fast track resumption.

The chica was not going to the bar, she was hanging out by the pool and was very popular with the gringos. Every club I've been to followed the same routine. Light music early, there's a buffet or snack table, people starting to filter in. With salt, it's close. Average daily sodium intake in the US is 5.1 grams. For Colombia the average is 4.6 grams.
With sugar it's not anywhere close. 126.4 grams in the US compared to 36.4 grams in Colombia.
As a percentage of total dietary intake, Colombia consumes more carbohydrates than the US, 66% to 45%. However, the majority of carbohydrates, including all those starchy foods, in Colombia are from things like rice, beans, potatoes and yuca, along with fresh fruit. In the US most of the carbohydrates are sugars.
If you get away from Parque Lleras you'll find the food a lot less salty.
And if you're craving sweets, head to Salpijugos on Avenida Poblado in Envigado. They have some incredible fruit salads served with ice cream and whipped cream. They've also got some great entrees.

Wifey just left. Slapshot is a free man. I think I had this in my head the second I heard restrictions would be relaxed, starting tomorrow. I don't know. Maybe she did, too. The Countries that show low infection rates are the ones that do not do much testing. When I was in Thailand February this year there was a lot of people around with that dry hacking cough. Back to Colombia and Latin America, I believe portion size is the #1 overall difference that prevents the obesity related health problems we see in the US. All you can eat chains and even casual dining table service restaurants in the US serve "bottomless" soft drinks. Worse still, they offer refills to go. It's madness, who really needs to leave a huge meal and unlimited tableside drink refills with a huge cup of sugary soft drink? Those chain restaurants of the Olive Garden, Texas Roadhouse etc variety serve portions that can feed an entire family. You don't see that in Europe or Asia either.

I agree the volume of testing informs the infection statistics. Also remember that 80% of confirmed cases have no symptoms. Anyone who has not been tested could be infected at this moment and not be aware.
The Countries that show low infection rates are the ones that do not do much testing. When I was in Thailand February this year there was a lot of people around with that dry hacking cough. Hell I came down with mysterious flu like symptoms day 3 in Bangkok that cleared up in a week. With the millions of Chinese tourists there from China all over the place I'm sure that the Virus was wide spread at that time. Humanitarian flights are those that Spirit has been operating to repatriate Americans and permanent residents since the border was closed in March. Regular flights are those that are not scheduled to resume before September 1. As of this morning all humanitarian flights are sold out but Spirit has been adding two per week regularly. You have to search for one way Medellin to Ft. Lauderdale to see them on Spirit's web site. You can also register with the US Embassy to receive what I'm told are notification a day or two in advance of the flights appearing on Spirit's web site.

Spirit has its problems, but I will say this about them. When my flight was impacted by COVID-19, they refunded my money automatically. I did not have to ask. Can't say the same for Delta, AA, Copa, and Jet Blue. All of them only offered credit (I know I could fight for cash, but I'll use all of the credits any way).

I confirm 100% what you said about American and I had the same experience with Avianca. I went through American and got my refund. Avianca I dealt with differently for the same result.
Spirit has its problems, but I will say this about them. When my flight was impacted by COVID-19, they refunded my money automatically. I did not have to ask. Can't say the same for Delta, AA, Copa, and Jet Blue. All of them only offered credit (I know I could fight for cash, but I'll use all of the credits any way).
The humanitarian flight is a "one time" flight (not regularly scheduled) designed to get people back to their home country.

In short your assessment is correct. In situations like this they should be trying to keep what they have. I am not currently in Medellin, but I do know how to gauge properties. Yes they can get $100 USD a day for a penthouse when it is busy. My penthouse that I own in San Antonio would have cost me roughly $3000 dollars to own with a mortgage if I did not buy it cash. The same would be true for both my houses in central California if I did not do the same. In short yes they can ask for a little more depending on if he is operating at a loss having you there at $50 a day. I was looking at some penthouses to buy on my next trip to Medellin and the price range for the ones I looked at was between $400 k- $700 k. I'm not sure what the owner paid for his penthouse, but if he did not buy it in cash renting it at $50 a day is an automatic loss. Offer what you feel you can afford for the penthouse and if they say no move on. I'm not sure about your financial situation, but if an extra $900 a month is going to make you this nervous then maybe you should downgrade or find another penthouse that has been vacant since covid-19 lockdown. People who have zero coming in will definitely perk up at a chance to make that zero go to $1500 a month or even $2000 usd a month. Don't get blinded by the comfort of staying static where you are. Whenever you rent you must always be in the mindset of being ready to move on because the owner of the rental property is banking on you not wanting uproot your life. They will make small increases every time they revisit you for a contract extension. It will boil down to whether you want to stand your ground and not let it raise or if they raised it small enough to get you to be content with the new terms. I hope this helps. So, since I do not have a set departure date, and really no interest to leave..I would go to the Casacol website and look at comparable properties to gauge what the rates are, however what I do know for a fact is that they have lot of vacancies, and potential renters are currently making low ball offers to owners.
From the pictures you've posted (besides all your cream pie honey's) , having a large balcony and / or Terraza along with a Hot-tub, and views is somewhat rare and very sought after by renters, if that is the case, there may be some actual interest by others.
If you leave, the owner will incur some cleaning costs, and may have some deferred maintenance issues, etc so having you stay is to their benefit. So if you think you might be around for at least another three months, and will agree to this in writing, I would offer the $ 50 a night for this entire period. I am assuming that your in a building that has a thirty day minimum rental period versus an apartment that can rent by the day and / or week which is very rare. If that is the case, the $ 73 a day is a bargain during normal times for that type of property, but the owner will have a lot of turnover, vacancy time, cleaning costs, etc. So having a long term tenant is in his best interest, versus trying to squeeze a few hundred extra dollars out of you unless somebody is actually looking to rent for an extended period of time.
My three part strategy would be:
1. Immediately begin looking for a replacement apartment and have it at the ready.
2. Offer $45/ day for where you are but accept no deal of more than $50/ day.
3. Remind myself throughout the negotiation that the owner is looking to secure any deal that will cover expenses for as long as possible through the end of August.
The worst case scenario for you would be the inconvenience of a move. I think you will have little trouble finding a comparable apartment for the same price or less. It is very much a short term renter's market. The owner is trying to get you (by raising your rate) or someone else to cover costs until the tourists are back. As you say, once you leave that apartment becomes one more Poblado white elephant amongst a pile of others you see every day on facebook gringo sites and airbnb.

He might have some interested in weekend rentals, but I doubt he's got a 1 or 2 month customer on standby.
His costs go up with you there, but probably only about 250-300 k per month. Which to me says you're holding the reins. Toss him a 2 month deal for $2400 with the option to extend to 3 months at an additional $1500. He's unlikely to pull in anywhere near that amount right now and it means he avoids all the cleaning fees from short term rentals.

I would go to the Casacol website and look at comparable properties to gauge what the rates are, however what I do know for a fact is that they have lot of vacancies, and potential renters are currently making low ball offers to owners.

If you leave, the owner will incur some cleaning costs, and may have some deferred maintenance issues, etc so having you stay is to their benefit. So if you think you might be around for at least another three months, and will agree to this in writing, I would offer the $ 50 a night for this entire period. I am assuming that your in a building that has a thirty day minimum rental period versus an apartment that can rent by the day and / or week which is very rare. If that is the case, the $ 73 a day is a bargain during normal times for that type of property, but the owner will have a lot of turnover, vacancy time, cleaning costs, etc. So having a long term tenant is in his best interest, versus trying to squeeze a few hundred extra dollars out of you unless somebody is actually looking to rent for an extended period of time.
My three part strategy would be:
1. Immediately begin looking for a replacement apartment and have it at the ready.
2. Offer $45/ day for where you are but accept no deal of more than $50/ day.
3. Remind myself throughout the negotiation that the owner is looking to secure any deal that will cover expenses for as long as possible through the end of August.
The worst case scenario for you would be the inconvenience of a move. I think you will have little trouble finding a comparable apartment for the same price or less. It is very much a short term renter's market. The owner is trying to get you (by raising your rate) or someone else to cover costs until the tourists are back. As you say, once you leave that apartment becomes one more Poblado white elephant amongst a pile of others you see every day on facebook gringo sites and airbnb.
The chance of the owner getting another long term rental right now is slim. He might have some interested in weekend rentals, but I doubt he's got a 1 or 2 month customer on standby.

Toss him a 2 month deal for $2400 with the option to extend to 3 months at an additional $1500. A really good fun bike which I took all over outside of Medellin for overnight trips just exploring and from time to time also took it to centro / the vera and actually was fun to cruise and stop on my bike and do some window shopping on the vera and also botero before the construction road work which has now made it impossible to stop near the sidewalk of botero because of the widening and extension (the chicas are now two far back).
My experience with riding my BWS down into centro was fun, finding a parking garage for a bike is easy and cheap, some time I would just stay in a hotel if I wanted to drink and party with a paisa or two for multiple hours.

Tall Man, I love the rush of riding around in this chaos. I've only crashed once, and it involved no other vehicles or people, just me emulating American Ninja Warrior, and somehow I rode away unscathed. Medellin seems to be doing better than other parts of the country. That being said, self quarantines for tourists when they are allowed into the country might be in place.

Until I discovered Brazil about 10 years ago, which is a whole different vibe, I was Colombia exclusive.

Sex is more important to the Brazilian than it is to any other people in the world. However, on many occasions in Colombia non-pro women would stop me in the street to ask me something or the other. Every time that happened I cursed myself for lack of Spanish speaking skills. I cannot recall ever being stopped on the streets by a woman in Brazil to be asked a question.
JjBee62 post gave me a good idea; I've been using covid lockdown to learn to speak Spanish. I will now join a site to initiate video calls with Colombian chicas to improve my Espanol. Hopefully in my next visit to Medellin I might have more luck with non-pros.

I agree if you are looking for a more relaxed GFE session and want to encourage the chica to come back. I buy good chocolate in the US and its not expensive $2 -3 per bar. Give them some chocolate and VS / Pink panties. This is a good way for non pros to get their pants off. Ask them to model for you. On sale the panties are like $3-4 each. I prefer to build a repor and not go for the massive quantity of chicas. I think there is something to be said for a comfort level with the chicas. Also knowing Spanish is the biggest advantage to the whole process.

I would buy a 3 pack of chocolate bars (Casino brand) from Carulla for about $3-$4 dollars and give one to a girl I liked or repeated with as a treat. What girl doesn't like chocolate? The girls were excited to receive it and became more enthusiastic. Most of these girls don't shop at Carulla so they don't know it's cheap. I wasn't giving out chocolate bars to everyone. This process was beneficial, Troya and Paisas club girls would head to my nearby hotel (1 block away) before their shift for a more relaxed session. I abhor that knock on the door at the clubs.
Every girl is different, but a little flirting, jokes, or an unexpected small gift will get them to open up. At least for me, it's better than a mechanical session. I just wish one day very soon you will let us know that they will open the border on 6/31/2020.Unfortunately as reported by Knowledge that things on the ground in Medellin are coming back to normal before his eye's, the Colombian government has said it's borders are closed until September 1, but that's not to say they may open up sooner as it is just short of three months away from now, and every thing has been a moving target.
We're just going to just have to be patient thru the wait, as agonizing as it is. Your not alone here.
