Tunnel club in Hotel Grand Europe is closed (not sure for how long) but Hotel is still Girl friendly (better to stay close to city centre where all the clubs are). Many hotels are girl friendly, Marriott Hotel, Landmark hotel near fountain square / city centre are girl friendly. Even Hyatt and grand Europe hotel bit away from city are girl friendly. If you like cheaper accomodation, apartments are best and booking.com has listing of many apartments close to city centre. Bar and status bar are few good options and are close to city centre. As I mentioned earlier, you can try wechat and few good girls / ladies are available but make sure you insist on video chat prior to agreeing to meet. I did happen to be in Baku for a couple of weeks back in November / December last year. While the scene definitely can't be compared to the likes of Thailand there is some potential there. Even though I was in Baku for a couple of weeks, a week was spent with a lady friend who decided to join me on my vacation from elsewhere. This left me with only one week as a single guy to try out the scene and most of this week was spent chasing regular girls or meeting up with girls I had been talking to prior to my arrival there thanks to Tinder / CS. However, I did make it out to a couple of times. This is one of the more famous clubs there located close to Fountain Square.
Both the nights I went here I was asked for a 10 Mannat entrance fee. On both occasions, I told the bouncer to give me 5 minutes to survey the scene. If I liked it, I"the come back and pay if not I would leave. He was okay with it. One of the nights I went in, I was not really feeling it but in there I could see several girls and a bunch of local men. If I not wrong, all the girls in the club were WG's and this was confirmed by a regular chick I met a bar and ended up spending some time with. This girl told me that this club is renowned for being a base for WG's and regular girls do not visit this place. Anyhow, on this particular night I was not really feeling it and left within a couple of minutes. The following night I was out on a date with a girl and was hoping to get laid as we had already been out a couple of times. However, she played the conservative girl card at the end of the night and I was left with massive blue balls. That's when I decided to head to again and found a few good looking girls sitting by themselves at the bar. I gestured one of them to join for a drink and she readily agreed. Please make a note of my updated report that Wechat is dead in Baku (was working last year). Now, all my contacts area available via Wechat but you cannot find new females using near by feature. Sayhi dating site (don't confuse with sayhi translation site) is not free and need 10 points for every message (mainly girls marked as hot and nearly all in Baku were marked as hot). You can ask girls to contact you via wattsapp and can use single message to contact one girl. If you Link your email address, Facebook account and twitter account with sayhi app, you can gain around 150 points. By filling profile you can gain further 90 points. On top of this, you can gain daily bonus points by playing wheel. So, if you plan to Use this app in future, you can install soon and build your points by adding daily bonus. So technically you can use it free by building lot of points using daily bonus and linkage of your accounts. Otherwise you can buy VIP subscription. Most of the girls are working, semi working. Mostly charge 150 manat for 2 hours and I have one non-pro for 100 manat for 2 hours. I will update more on club seen in the next report.
Baku is still a good mongering destination. Baku is one of the best destination as girls are Caucasian or middle eastern race, clean, relatively cheap and enjoy good sex. Language barrier is not huge. I had met 14 girls during 6 days stay.
It ranged from 100 manat ($60) to 170 manat ($100) for 2 hours. Mainly 150 manat ($89) for 2 hours and most girls don't watch clock that makes Baku favourite place. Out of these 14, I had met 8 already last time and was easy to get girls during day time. Grand Europe hotel is totally girl friendly and has Tunnel night club onsite (free entry to guests and in the back yard of hotel) I only went once to Tunnel club and got one girl for $150 for 2 hours. You need to pay 10 manat at exist to the cloak room person for coat storage by girl. Rest I managed via my prior contacts and app "SayHi". Wechat is dead to find girls as mentioned in my earlier post and SayHi is best alternative. Now a days, Ellipse club is popular pickup point and confirmed by my hotel's Bell boy and girls I met. 20 manat entry ticket plus drinks. Tunnel club, bar, status club, club 1033 (near tunnel club) are still open but you won't find many stunners there. In addition to Grand Europe Park inn and Landmark hotels are certainly girl friendly. Most other hotels are good but girls told some charge girl fees from 20-50 manats. Most online advertisements are managed by agents and asking rate start with $300 for 2 hours and try to settle for $200. If you push, majority will agree on $150 for 2 hours. So other alternatives (SayHi app or clubs) are cheaper but you need to spend time.
SayHi needs paid subscription to send messages (10 points per message for hot girls and most fall in this category). By linking your Facebook, Twitter, email and filling profile gives you around 150-200 points. There is daily bonus and you normally get 10 points but can go upto 100 point a day depend where your wheel stops. So you can earn enough points prior to Baku Visit. Happy mongering.

As reported earlier by me, RentBaku company advertise lot of apartments close to city centre and they advertise massage and name of close by nightclub. Best bar in Baku currently is Ellips (three floors), 1033 (and close by Tunnel club in Grand Europe), Sttaus Bar and Bar. However you can get girls by using "SayHi" app. Specially if you want girls during day or prior to clubs go live by 9-10 pm. Picking girls from club are always expensive but you can choose girls. I always visit once or twice to clubs and get as many wattsapp numbers possible (many girls not interested to share and they change phone numbers very quick, specially club girls). I'm following your advice in preparation for a short trip to Baku and downloaded SayHi. I can confirm most if not all girls seem only to be there to "date". It costs 10 points to chat with someone for one hour, which is enough to get a phone number and continue on WhatsApp. By filling up your profile (even with fake info) and playing the wheel once a day I accrued 150 points in a couple of days, so it's good enough if you do that in advance.
Only thing is that between the filters used on their photos and the hidden faces it's hard to get a proper idea of their beauty. WhatsApp should solve this hopefully.
I'm not a nightclub person but if I do try them I will go in the suggested order, Ellips first, then 1033 and Status. Reports seem to match this ranking.
Will post a review after my trip (so early November).

1. Baku is not a seasonal scene, girls are available all the times (even during Ramadan but numbers would be reduced).
2. After Novruz days, Iranian Visit baku in big numbers and is busy time. Many Iranians come with family and all are not for mongering. Iraqi and Saudi and Arabs come in May June and is peak time. Other peak time is F1 racing time.
3. Landmark hotel is girl friendly but girls need to show ID to reception or security for your safety. They will call you to check if you are expecting a visitor.
4. All clubs got girls, but Ellips is big in space (three floors), multiple bar counter on each floor and good facilities / WC. So number and variety of girls coming to Ellips May provide you great selection. Many girls want to go to small clubs as big clubs expose their hidden life to taxi drivers and other workers.
5. Tinder is best app and SayHI is next to Tinder. As SayHi could be free (if you earn lot of point by creating profile and playing wheel every day), many local men bother these girls with messages "Salam".
Better you only communicate in English and using Azeri translation might get you less replies. Always start discussion few weeks ahead not too early and too late. Get their wattsapp number to chat more freely.

I've only been on SayHi for a week, and I'm by no mean a dating site expert, so take my words within these limitations:
My views on SayHi: if the lady wants a serious relationship or making new friends, it will be written in her description message. Looks to me than 90% of them are here to make money.
Clues I've observed:
- First, photos: partially naked, butts, lingerie, tight fitted clothes and sexy poses are quite straightforward tells.
- Second, questions: if she asks you personal questions right away, chances are she's looking for a boyfriend / husband. Usually they ask "Where are you from?" and "Are you in Baku now? My personal experience with this last question is that, when I say I'm not there yet, they drop the conversation. Which indicates they're looking for someone to meet right away, so for money.
You also get Whatsapp number very quickly (otherwise offer yours).
I've had 14 chats initiated so far (I'm keeping many potential contacts as reserve because of this apparent issue that if you're not in Baku yet, most are not interested). Half maybe the girl has initiated, half it was me (I filled my profile reasonably well and put 3-4 photos, to avoid looking like fake account).
Results:
- Some have not responded.
- Some I have ignored because of preferences based on their photos (or lack of), or saving them if nothing else comes.
- Some have stopped chatting after a few lines, typically after they asked if I was in Baku.
- 1 girl is hooked, sent me straight away photos of gifts she wants, then was flirting and teasing on Whatsapp, voice messages, audio call (to check if I'm real I assume), photos and videos of her. Just to be sure at the end I asked what would be for me if I bring her a gift she wants, and she confirmed she would "sleep and seeks".
- 1 is a Russian mother living in Baku and although she seems all for it I haven't concluded yet.
- 1 just an hour ago contacted me, I thought she was a scam but seems fairly legit (American working in Nigeria, currently in Baku, wtf), I asked what she was looking for and said "serious relationship", so we dropped it.
It's really difficult to assess their looks based on photos posted, so unless it's pretty clear she's not your taste I'd say go for the chat and find out on Whatsapp what shee looks like (they seem to send selfies right away. Have yours prepared to reciprocate).
Again, I'm newbie in dating apps (only the second I use, prevous was for Cambodia) and I struggle like you to figure it out. The way I do it, I try to establish some kind of rapport by conversing casually, then if things are not clear enough I'd suggest you just ask, without talking money necessarily (they are ways around, like if and where she wants to meet, for how long, and what you could do for her in exchange of her time, etc).
As said, I don't think you're going to offend many or any, SayHi seems to me to be used only for hookups.

Say Hi is great if you don't mind the ladyboys, the app is literally a mine field. You better off going to eclipse or infinity night clubs. Baku is getting to normal night life. Infiniti club is not in the main stream area, mainly clubs or bars. Taxis will drive you free to the club but on the way back you have to pay to hotel taxi anyway (around 20 manat or more). It does not matter how close you live, you have to take the taxi back at the same rate. No hotel is at the walking distance. Hotel landmark, hotel Grand Europa are girl friendly. There are two clubs near hotel Europa but it is far from city life. You can try SayHi app to Suss girls. Please filter lady boys. Communicate in English and after talk insist on video call prior to finalising meeting time. Mostly ladies in 30's and few in 20's available. Bit of time to spend but you can have some thing in hand for the day time or in case you cannot visit to night clubs.
