You can't create a fake organization to lure people into committing illegal acts, you can only catch them doing it (which explains why 99% of the guys caught due to the anti-prostitution law were with streetwalkers, usually doing the naughty in Bois de Boulogne or other public spaces), or send policemen undercover pretending to be customers.
I'm not even sure if there are special regulations to allow that kind of tricky sting operations when it comes to terrorism or child pornography. Though even if not allowed, I would assume the cops are still doing them from time to time.

So Paris is a tough city. Seems to be a lot of flakes and service sub par from all the reports. It may happen but there are ways to play safe.

Back in the days, Youppie was a good source of information. I've recently googled it, and it would seem as though the forum had stopped in the past.
