She responded later in the evening and said she had made a mistake and that instead of calling me, she had been calling her UK mobile when she was outside the hotel.
She said she was very sorry, and asked me if we could reschedule. I told her it was my last night in Athens, and I'd have to pay a late checkout if she was to come back to my room the next day (I couldn't leave the hotel). So I suggested we come to an arrangement over the later checkout fee.
She never responded.
So as it was my last night, I left Athens very disappointed.
And I'm none the wiser about whether the Astir can be girl friendly.
It's a nice hotel though.

Just came back from Fylis street.
Having read extensively on the Greece forum about Fylis street and its incredibly low prices, I descided to give it a go before returning to my more mundane activities. My experience very closely follows the 2 reports of distinction that have already been posted (and which I found very useful).

After some time spent in Greece as foreigner I would like to share with you my experience.
Call-girls:
I started some time ago trying one agency I found on ads in Athens News. The agency was publishing an ad like:

Well, I just got back to the US from my trip to Athens, Santorini and Mykonos. I had a great time and really enjoyed the country. So yeah, just to reinforced previous posts, athens is a good mongering destination. Stayed at the &931; &932; . &924; &917; &932; &913; &926; &927; &933; &929; &915; &917; &921; &927; &933; metro area, and perused Kolonou which is clearly the budget end. Options ranging from 5 (!) to 15 euros, but girls 2-6/7 in quality. I went to Greece and stayed at Intercontinental hotel, and there was a lot more there than I thought. So much, I did not make it to Fylis.

Went back to X-bar. Same prices as other places. 50E for 15 min. 100E for half hour and includes massage. What I like about X-bar is you get a choice of girls. What I don't like all the smoking. 3). everyone and their brother told me to stay away from osmonia at night and i followed their advice. you should too.

Here's what I have found in Athens:
1. Kolonou Street. Near to Metaxourgiou metro. Main places operating here. Going rate is 10-15 Euro. A bit seedy for sure, but certainly not unsafe. Women are mostly Romanian, Russian, Bulgarian. Some OK looking, a couple of 8s. Rooms are very threadbare. Some houses also on neighboring street Iasonos. Look for white lights.

I just came back from walking up and down the area Filis Sokrates all the side streets. Seemed total dead to me. Yes there are the single staffed brothels, easy to see, but I wanted to talk with a SW to take her for the night. Nothing, absolutely nothing.

I never thought too much about Athens as a mongering destination. Its certainly safe to walk about Athens with a big camera around your neck. I did recently.
