Fact is the act of consensual sex between adults is legal even if payment occurs. What is definitely not legal is loitering to attract business and explicit advertising for sexual services. Plus living off prostitution of course. And the last one is the crux of the legal matter! Operating a brothel is a form of earning profit from prostitution so that's illegal.
So as Melmoths suggests if a group of consenting adult women / men openly offer services of massage only (including tantra and nuru) there should be no legalistic problems. Then whatever extra is discussed and agreed upon in strict privacy between persons is no direct concern of the law. That's the way I know it but I do agree that it's a question of grey areas of the law more than clear legality.
