Istikal Street is not really safe for mongering, I had a bad experiencing of mugging and looting of money.
Basically around evening time when I was walking on Istikal street some locals approach for girls, they follow you and convince you hard to just look. So this person took me to first flr in old building in adjacent lane, the place is like a dance bar with 2-3 girls on the stage, since it was around 5 pm not many people in club. I drank one beer there and got the same scam feeling I had at the last place. I paid and left. There were some decent Russian women there, but I have to say the area is very sketchy and so is the club.
Rough night out there, and it was a bummer to strike out.

Exactly this happened to me 10 years ago. BUT we walked into the touristpolice station that happened to be next to our hotel, at 4AM or something we explained what happened and they called over the nightclub owner and screamed and interrogated him for a while while holding their big guns and then we got all our money back. Interesting experience, we were kinda scared afterwards that we had pissed off the nightclub management. And we had to wait a long time at the station. I see this as a sign of how important / forceful the police can be in Turkey. In most countries I have been to, the police would not care about some drunk westeners that lost their money while talking to half-naked ladies. Not sure if the police would help you in the same way today though?

I had been to Aksary several times in the last months despite all warnings. I never felt really unsafe on the streets even they are not clean or well iluminated. In the Disco are 20-40 girls mainly from Romania and the Ukraine. The action starts 23. 30. The negotiation are only allowed to be taken place on the dancefloor. You go there and talk to them. It is funny for foreigners like me, but it works. The majority of the girls are definately not models but ok more on the older side. 30 and above.
The price is 300 TL for 2 hours. I took a girl from Ukraine with me to my hotel at Taksim which was no problem. I do not post much but I am here in Istanbul so I thought I would share. First, this is a hard place just to be a lone foreign person let alone someone looking to monger. I had been to Aksary several times in the last months despite all warnings. I never felt really unsafe on the streets even they are not clean or well iluminated. Tried Cocktail Nightclub, I think differently spelled (Coktyl?) , which I like on my first visit. The last visits are as unproductive like the ones to Baccardi. The waiter greets you, as you have been together in the army for at least two years. You sit on a table and get overpriced drinks and once you approach a girl the bill is getting higher. Left with 140 TL on the bill and alone.
The best place for me is Balance close to City Hotel or old Seranda. You pay 50 TL entrance fee, are guided to a table and the first drink you order is included. You can sit and watch the people without being herassed and no waiter is bothering you every 5 minutes to buy a new drink. 90% plus are local people.
In the Disco are 20-40 girls mainly from Romania and the Ukraine. The action starts 23. 30. The negotiation are only allowed to be taken place on the dancefloor. You go there and talk to them. It is funny for foreigners like me, but it works. The majority of the girls are definately not models but ok more on the older side. 30 and above.
The price is 300 TL for 2 hours. I took a girl from Ukraine with me to my hotel at Taksim which was no problem. First I thought of going to Istambul's Genelev and getting a quick one. But I can't believe you can't even set your foot in that part of the city just cause you are a foreigner. I was so disappointed. There might be a way for someone to override the ban through these guys:

Six hours is a very short time. Depending on where you are coming from you may need to buy an entry visa to get into the country from the airport. This and Police control can take you an hour and then it can take another hour into the city area where the tours agency is suggesting you visit. The location itself is in a small narrow street in a not too exciting neighborhood. However once you have arrived close by, it is highly visible from the street intersection.
There are some security guys standing in front of the entrance, but no problem get in. Next to the entrance is a small booth inside. Here you have to pay 60YTL entrance fee. For that you get a chip card, pass through a security screening gate and will be guided downstairs. In case you have a coat, they will ask you to deposit it at the wardrobe (YTL 10). Finally a guy will lead you another level down and a waiter will take your chipcard away. He will guide you to a table for 2. You sit down and the waiter will ask what you would like to drink. I took a beer and 2 min later somebody else brought it along with some snack (nuts, fruits etc.) platters. This is apparently part of your entrance fee. Any additional drinks you will have to pay extra. Another 2 min later third waiter showed up to put some napkins on your table along with some tools to eat your fruits. He expects a tip, I gave him YTL 5. Other then that, you will be pretty unmolested by waiters as long as you keep your drink & platters relatively full. Nice, and what a difference to other bars that I experienced in the past.
The room itself is filled with dozens of small tables, half of them were busy with ladies at 22:40h when I arrived on a Friday night. Most of the girls fulfill what I assume are the Turkish expectations of beauty: Fairly tall, body-wise normal to a bit heavier shape, bit tits, age around 30. Most of them are Ukrainians, some are from Romania. The ones that I talked to spoke ok'ish english. There is no table mixing between men and women and also no interaction except for the dance-floor. Most of the guests are Turkish men, some international guys are there as well.
The action starts at 23:00h sharp, with the first girls entering the dance floor. I spent about 1 hr watching the scene and selecting the fitting candidates for me. That night about 40 girls where in the club. There is a constant rotation of girls on the dance-floor, so you have to wait until your personal favorite is active again. Then you step up, get yourself onto the floor and approach your target in the crowed of girls. There are only a few men dancing at any given time. The girl normally is easy going, will ask you about your hotel. It will take you about 5 min to settle the business (USD 200 in my case) with her. At this time both are pretending to dance a tiny bit. Then she will leave the dance floor together with you, collect her things and go to the first floor to pick her coat. Of course you are asked to pay the wardrobe (YTL 10). Then upstairs, outside. A guy will ask which hotel you want to go, get you a taxi and explain to the driver where the destination. For this you have to tip him, I gave YTL 10.
Finally you are in the taxi with the girl and then it is rather normal business onwards. The taxi did not use the meter, so I guess you need to negotiate the price. I paid YTL 20 w / o asking any questions.
So total damage:
YTL 60 for entrance fee (incl. 1 drink & fruit platters)
YTL 5 for the guy bringing the napkins.
YTL 10 for wardrobe of the girls coat (+extra YTL 10 if you have deposited your own coat)
YTL 10 for the guy ordering the taxi.
YTL xx for the taxi to your hotel (in my case YTL 20)
USD 200 for 2hrs service in your hotel.
