Osaka 'delivery health' business extorted customers in honban hoodwink.

OSAKA (TR) – In Japan, paying for full sex is illegal — and you might wind up getting swindled.
Osaka Prefectural Police last month announced the bust of a so-called "delivery health" out-call service that extorted customers in a two-time payment ruse, reports evening tabloid Nikkan Gendai (Feb. 27).
Police have apprehended 10 male and female persons connected with service Megumi, including Kenji Kubota, the 30-year-old manager. Since March of last year, the service is believed to have swindled 172 persons out of 22.54 million yen.
The Reader's Digest version of one case went as follows. In August of last year, a female employee of Megumi provided sexual services to a male customer at a hotel in the Nipponbashi area of Chuo Ward that he thought he had paid for in advance. Thereafter, Kubota allegedly attempted to extort the customer out of about 50,000 yen.
"We only demanded unpaid fees," Kubota was quoted by the Minami Police Station in denying the allegations.
The full version of the ruse was actually carried out in two distinct parts, with various employees playing different roles.
Kubota established a web site for Megumi, whose office is located near Nippombashi Station in Chuo. Two other male suspects served as street touts, offering passerby "beautiful ladies. ".
Interested persons were directed to a love hotel and asked to make a payment in advance. Upon his entry to a room, a female employee from Megumi was already waiting inside.
After supplying a requested non-coital sexual service, the employee asked if the customer was interested in honban, or full sex, which is prohibited under the Anti-Prostitution Law, at a to-be-negotiated price.
When the session concluded, the employee told the customer that the hotel fee will be complimentary if he completed a survey and handed him a sheet of paper. Among the items in the survey was a question about whether he paid for honban, which he invariably had.
Kubota then entered the room, demanding payment of the standard fee for Megumi, which was 58,000 yen for 90 minutes. After the customer responded by saying that he already paid, Kubota grabbed the survey and pointed out that the provision of honban is a prohibited act as mentioned on the service's web site.
A deal was brokered whereby the victim was required to pay a settlement — possibly as much as 1 million yen — via cash withdrawn at a nearby ATM on the spot or at a later time. In order to ensure payment was made, Kubota took photocopies of identification cards. A payment reminder that included a threat to inform the victim's place of employment were sent via a social-networking service.

An investigator tells Gendai that Kubota started carrying out the same crime in the Ikebukuro entertainment area of Tokyo's Toshima Ward seven years. "After a crackdown, he came back to Osaka in January of last year," the source says.
The arrest of Kubota for extortion is the second in the case. He was initially accused of fraud. Along with violations of the Anti-Prostitution Law, that is an unprecedented triumvirate, the investigator says.
"For a delivery health service, that is a nationwide first," the source claims.

I won't leave a long review but used Nasty Girls 2 x on my trip. Overall, I would not recommend. I should of went with some soapland or some other service here. When I called, as you suggest, the first thing I asked was if they could speak English. Either the person answering could or they put me on hold and connected me with someone who could. None of them spoke FLUENT English, but it was enough to make the appointment. Just be prepared to speak slowly and clearly. You'll notice from the chronology of my report that I didn't use a delivery health / phone reservation service until my fourth night in Tokyo, so I had to work up to it.
It helped that I had been to Tokyo several times previously and was semi-familiar with the layout of Kabukicho. The Style Group shops -- OL Style, JK Style, Amateur Style -- will do outcall to other parts of Tokyo, but they're fastest to love hotels in Kabukicho or elsewhere in Shinjuku. So if you plan on using one of those shops, it's good to familiarize yourself with the geography of the neighborhood. The love hotel I used the most times was called Hotel The Hotel. If you figure out where that one is and have access to Google Maps, you can find the rest too. Just be careful walking around Kabukicho if that's where you end up. There's a pretty good chance you'll be approached by touts trying to lure you into situations you want to avoid and the chance is greater if you don't really know where you're going. First most agencies don't have English speaking staff (so even though they have girls willing to serve we gaijin, you can't make a reservation). Some places have reception areas so at least you can go in and try to talk one-to-one with staff, but even that's not a guarantee.
There are online resources that will help gaijin navigate the complex fuzoku industry of Tokyo (but I don't think I can name them here). Do a search and you'll find them. The agencies that I know of that serve non nihongo speaking gaijin include nasty dolls, Asian mystique, or THC. I can only vouch for THC. Never used the other two. Kagayaki uses a line app, so you can try them to make a reservation. Girls look very cute, but the costs to access their services are not cheap.
You can also try soaplands. There's Paradise in Kawasaki (which is a haul to get to by train). I have used airbnb quite a lot previously, but shyed away from it having heard of a 2017 law change (Minpaku law) in Japan which unfortunately due to complexity and backlog in landlords registration system caused many bookings being cancelled. However, a little research now tells me it should be fine providing an official registration number is quoted in the airbnb booking information, then you can be sure they are registered and it will most likely remain a solid booking. Thanks guys, repay you in reports!For a traditional hotel I recommend the Shinjuku Granbell Hotel in Kabukicho. I found it quiet even if located in Tokyo's greatest red light district. The elevators do not have any security system and the configuration of the lobby allows the ladies to access the rooms unnoticed.
I had the pleasure to indulge in various deriheru activities here and I never had a problem.

Hotel Fine Shinjuku is another short time hotel that has 24 HR rates (Y6000). "Not a business hotel or love hotel" but with hotel facilities.
I have met the owner in Sydney a couple of times; she has recently taken it over and renovated; from web site it looks quite respectable.

I looked into this before but it was difficult finding love hotel listings online for overnight stays or the price seemed prohibitive. Setting it up in person I expect would be much easier. Oddly in a NYT article on frugal travel he actually ended up in one by accident. Open to suggestions if anyone has them, from the naughty standpoint I think it would be fun to stay 2 nights in one in shinjuku.

I handled my accommodations and fun a little differently from what most of you are recommending; I used my regular hotels for sleep / etc. Only and went to love hotels for delivery health activities. This probably wasn't very cost effective compared with staying in a visitor-friendly hotel in Shinjuku, but using love hotels for short-time fun was part of the thrill for me.
I did notice, when searching on booking.com and other hotel sites that some places listed in Shibuya and Shinjuku were marked ADULTS ONLY, so these were most likely love hotels that also allowed longer stays or at minimum guest friendly. I guess one advantage to using a love hotel as your actual hotel would be that love hotels tend to have bigger rooms or at least bigger beds than standard hotels, and for sure bigger than standard business hotels.
One love hotel that I used was Hotel BaliAn Resort Shinjuku Island, and the lobby and front desk / check-in procedure was must more like a regular hotel than a love hotel, so I think it would work for both purposes.

I recall reading a few years ago that love hotels would mainly only allow overnight stays after around 11 Pm, when there wouldn't be much short term activity going on.
Guess everything is negotiable though these days.

I may combine a cheap business hotel with some love hotel nights, the non pre booking flexibility on the latter being useful.

Contrary to all the dumb movies they like to make about themselves, most are honor-less scumbags who prey off of people who have a lapse of judgement or get themselves in a bind. They really don't like this information getting out because they have this self-image where they're the true heroes, but that's all bullshit. Itami Juzo showed them as incompetent buffoonish bullies, and they sent someone to slash his throat outside his apartment, because they're so brave they send a flunky with a giant knife to attack an unarmed man. (There's a good possibility that his later "suicide" was also staged by the Yakuza.) he got this because he showed their true face. Stay far away from them. Idiots like Jake Adelstein plagiarize shit from Japanese language weeklies by translating it into English and assuming no one can tell. He has "gravitas" because he worked for the Yomiuri Shimbun, but nobody reads what he wrote for the Yomiuri, which included ground-breaking probes into the heartbreak of athlete's foot. He was a nobody at Yomiuri, but he has that line on his resume, so western media outlets swallow his shit wholesale. Yakuza are honorless, thieving flim-flam men who are a parasite on society. Kabukicho is still run by them. Some are trying to go "legit" like Vegas went "legit" by turning illegal operations into legal, multinational corporations. You might get some crappy, over-priced service if you visit those places because they have a physical location and thus a vested interest in providing the minimum amount of service necessary to prevent complaints. But you'll do better reading this forum and using internet connections they recommend. Surprisingly, if there's a business for which there is demand and supply, if you make it illegal, the business doesn't go away, it just means the only people who work in it are those who don't give a fuck, metaphorically. No matter what, don't buy from a street pusher.

Of course, clearing immigration (in both directions) will subtract more time from your layover. You could visit JanJan or Happy Hinomaru pink salons and select timed options-20 minutes, 40 minutes, 60 minutes, etc. (or even more if you want). On average, it takes about an hour to get from Tokyo Narita Airport to the various parts of central Tokyo. So your 9 hour layover just got reduced to 7 hours because of average travel time to / from the airport. Of course, clearing immigration (in both directions) will subtract more time from your layover. From my personal experiences in Tokyo, train is the best option for several reasons: 1) They're always on time; 2) Google maps is pretty good about telling you which train routes to use from each station if you use the Directions feature, and it will even tell you how much it costs (typically only a few dollars); 3) They're incredibly inexpensive. A train ride from Shinjuku to Kawasaki is 400 JPY and takes 38 minutes. A taxi for the same trip would likely cost about 10,000 JPY and take at least the same time, if not longer with traffic. That's not to say you can't use taxi service, but they will always be more expensive (2,000 JPY between Shinjuku and Shibuya vs 160 JPY for train), and contrary to what a lot of people say, English is not always going to get you where you want. If you're going to take a taxi, make sure you have the address or a picture of the map to show the driver in case the driver doesn't speak English.
Believe it or not, I've never seen anyone use a rideshare (Uber or Lyft) in Tokyo. They just can't compete with the taxi service.

Just complete a 9 day trip in Tokyo. I would like to thank everyone who have shared value information in this thread. I had a pretty great time mongering in Tokyo. Here is my experience.
I tried both HTC and Paradise. In HTC, I made reservation for Grace (https://hentaitokyo.com/profile?cc=1077). I chose the BBBJ + CIM option.
