I'll try to approach this from the perspective that you're considering Penang relative to the other places you mention (although I have no idea what AC is).

1) Transportation: buses are new, clean and comfortable, and routes are fairly decent. Taxis used to be a rip-off, but Uber came in and pretty much ate their lunch. If you're on the island side, and sticking to town, Uber's about RM 0. 40/ km. 10-15 min rides shouldn't cost more than RM 10.

2) Motorbikes: HELL NO. What many who do the SEA "spring-break island hop" do not realize is that Penang is much, MUCH more developed than say Phuket or Bali. It's the electronic hub of Malaysia, and the banking backbone of the northern region. Folks are impatient, traffic is rushed, and if you're expecting a leisurely ride through some paddy fields, you'll get creamed. It's more similar to Bangkok than Pattaya in this respect. Stick to public transport.

3) 2 weeks: depends on what you want to do. Chill in cafes, or by the beach, reading a book? 2 weeks is okay. Want to hit the strip, looking for booze, sex and friendly strangers? You're much better off in Thailand or Cambodia. Couple of things working against your favor here: 1) booze is expensive due to high duties 2) there's no proper RLD 3) the backpacking bar culture is pretty much limited to half a street (Chulia St), and is a sad reflection of Patong or Kuta.
