Judging from the carpet and the furniture I don't think they have remodeled since your last visit. It's not a complete dive but for 2400 PHP I think better deals are out there, and much closer to the action. I was in a room upstairs and in the very back, away from the pool. No balcony and I was woken up several times between 3am and 7am by the roosters and other assorted noise from the local folks just behind the hotel. By light of day I noticed that the screen covering the window has a trap door you can reach through and close the window which would have cut down somewhat on the noise.
The bathroom light was out and in it's place they had another light bulb and socket hanging hanging down from the lamp and plugged into the wall. Kind of ghetto but it worked. Hot and cold water and AC worked well, didn't bother with the TV. They did have a nice big mirror on the wall angled for your viewing pleasure. The rooms are big, with several armchairs arranged in a little sitting area by the fridge, which has an assortment of items in it. The bellboy will check the items from a list of what should be in there and cross off anything that isn't, then ask you to sign the list.
All in all I wouldn't really recommend it, unless everything else is booked up and then only as a stop gap measure until you can get something better.

I stay at the pacific breeze last month just open 2 month ago very nice pool very good to swim in deep end is over 10ft with a roman design 2400 peso a night , the pool in american is surrounded by the hotel so you don't get any sun at all , pacific breeze is own by central park is around the corner very good location and close to the actions and one of the nicest place in ac.
