Dating out of the Public eye

You basically have stated the obvious. The older Colombians are NOT dating their younger counterparts in public. Why should they? And what makes anyone think that Parque Lleras is the Meca of Dinner Dating? Medellin is filled with kick ass places to eat that are much more comfortable and discreet.
As a side note, aside from the people watching on a Friday or Saturday night, Parque Lleras is one of the LEAST places I would go to eat. There are much better options such as Palmias, Donde Bupo's, the original Lomo's and even a few other spots that you will rarely find gringos going to so I won't mention them out here (per a request from a friend who loves that fact).
Parque Lleras is frickin NOISY! The competing restaurants music, the cars, the anoying beggars and sales people, etc. Like I said, sure it's nice to see the pussy parade at Parque Lleras, but if you ALREADY have a HOTTIE, no reason to go there for dinner in the public eye.

If you want to see the real Colombia
Take the metro and observe the age differences. Hop on one of the Cables getting off at one of the stops and you will notice the age difference. Younger girls do tend to gravitate towards older me. I think this is something that is ingrained in them since it has been happening for years.
I have also see this happen in other countries including Brazil and Panama. Older men tend to be more stable and family oriented. It is a way out of daddies house into her own.
When I am in Colombia I spend a lot of time in Parque Bello and in Niquia, try mingling with those who are not digging and you will see women who want to start families and even date older men.
