Bigdan, you do not need to leave the country after 21 days! Lots of information on this in this forum. I am surprised at Cunning Stunt's advice to you.
You do need evidence that you are leaving the Philippines (ie a return air ticket) as part of the check-in procedures on your flight to the Philippines (a Philippines Immigration requirement). But the return ticket does NOT need to be within 21 days of arrival.
My return ticket was nearly 4 months after arrival... no problem. Someone a year ago on this thread said that an open air return was also accepted.
If you want to stay longer than 21 days you don't need to leave the country (like a Thailand visa run)! Your 21 day visitor's visa can be extended for another 39 days giving you a 60 day stay if you arrange this at a Philippines Immigration office, well distributed in the Phils. This will cost you about 3500 pesos for that 39 day extension. Then it seems to be no problem to roll over your visa on a 2 monthly basis. The important thing is to arrange your extension before the passport stamped expiry date.
