To a certain degree I'm looking at the provinces with rose tinted glasses. Pick a town that's too small, with all the young gals having been with their BF since the age of 14, and you're looking at some serious disappointment. They just don't have any concept that a foreign guy can offer something: they've got everything they want. As I've said before, it's a combination of urban ambitions (desire to eat in nice restaurants etc.) and lack of means to do it - that's really where we add value, rather than by being better dressed or more charming than the locals (although we are :))

Although I've never been anywhere in the Russian provinces as yet, I think what you say about the large provincial towns makes sense. It's also fair to say that you should avoid these places in high summer - school's out and the dyevs have probably all travelled to Odessa to make men miserable ;)
I think Kiev and Moscow really are great places for chasing. The pro-foreigner, or at least open-minded mentality really does exist in destination cities where young girls have migrated from the provinces to start a new life and/or gain new opportunities. This *can* backfire in Kiev in high summer when a ridiculous number of middle aged men come over to find wives, but I understand Moscow suffers far less from this?
When you take into account the extra hassle, travelling time and expense of schlepping all the way to Siberia or the Russian Caucasus, you've really got to ask yourself what it is you're gaining over Moscow. In concrete terms I'd say that the restaurants, clubs and apartments will be cheaper but the women no better looking or easier.
I spent a single night (a Friday) in Sevastopol last August and it was ok - quite a few girls, some with their BFs. Got a number or two but didn't hang around long enough to make anything of it. Apparently, the place is teeming with student amateurs, but I didn't pick anything up on my radar. I think if you ask around at the Hotel Sevastopol someone can sort you out.
I certainly take on board what you say about jealousy aimed at foreign guys seducing the local hotties. And never mind the skinheads, the jealous guys can often be none other than the police! :) My girl in Kiev (normally the safest and nicest of places, comparitively speaking) was hauled off once late at night when she was with me. Four police officers just came up to us and accused her of being a prostitute! (and she wasn't, I promise :))
Sure, you don't look Russian, but I'll stick out like a particularly septic thumb, so I certainly intend to avoid places that have known racist/skinhead problems (like Voronezh - any others?). But I think that as long you don't behave like a typical Westerner and walk around the streets at night (no Russian of means would ever do this) you can limit your risk. I guess you've got to be fairly unlucky for something really bad to happen.
I've heard good things about Samara (and I like the name) so I'll try it. After Moscow, that is!!
BTW am in Kiev this weekend (20th-22nd). Who's around?
