Cell phone dialing instructions
Ok so you have an unlocked gsm triband or quad band phone with you and you want to call your babes or call home to the USA or anywhere else in the world. Here is what you need to know. To dial a mobile number while in Colombia just dial the number directly. Colombian cellphone numbers start with the number 3. Save yourself money and just swap out your sim card annd put in the one for the carrier that you are dialing to. Otherwise your minutes will go very fast!
Numbers from 300 to 301 are TIGO phones.
310 to 314 are COMCELL.
316 to 317 belong to MOVISTAR.
To dial a landline from your mobile dial 03 then the city code: for example calls to landlines in Bogota would be 031 then the number; to Medellin 034 then the number; Santa marta 035 then the number, you get the idea.
If you have COMCELL and want to call the USA directly dial 00441 then the phone number. From COMCELL to anywhere else in the world dial 00444 then the country code and the number.
If you have TIGO and want to dial to the US directly dial 004141 then the phone number. It's cheaper to make an international call.
From a COMCELL office, though not as convienent if you don't speak Spanish.
I haven't played around with MOVISTAR so I don't have that information. Maybe someone will be kind enough to post it. I hope this bit helps. It took me a long time to track this down.

I assume since this is an IPhone 3G you have fulfilled your contract with ATT. If this is the case, go here, read the conditions, check the box, fill out the details, and ATT will send you the unlock code in about a week. This is the "legit" way to do it.

Another option is to look on craigslist for unlocking or jailbreaking service. Under "electronics".
Personally, I turn off all data on my IPhone when I arrive in Colombia. If you use data or location services on your ATT there, your bill will be uh. Breathtaking when you return home. I leave my IPhone in the hotel safe, use the hotel wi-fi to use skype to return calls back to the USA.
I don't want my IPhone to be bait for ladrones, so I buy a cheap basic phone in Colombia, to call my Colombia contacts. I keep too much valuable info on my phone, and don't want to call any unwanted attention to myself.

Thank you for the follow up LT. I unlocked mine yesterday. I was a little nervous about erasing ALL the contents from my iPhone, thinking "is this really necessary?" (yes it is).
Making double-sure I had backed everything up, I went ahead and pulled the trigger. It took about 30min (YMMV) of grinding away by itself to do a restore, but seems to have turned out ok. (nothing was lost after restore, maybe only wifi network passwords)
I haven't tried a new sim yet, so let us know how it goes in Colombia.
Especially if you happen to use data as well. I wonder if you can get bluetooth tethering with COMCEL?
