Where is your source that legal definition of sex include BBBJ in Germany as I could not find it in google.
Try harder.
Sex without condom will be illegal in Germany from July 1st 2017. That includes oral, vaginal and anal sex. The condom has to be applied to the man's penis.
This law obviously aims to force AO clubs to stop offering AO service (the law focuses on bareback vaginal or anal sex) and turn them into normal clubs.
Banning bareback oral sex is more like an additional note, not the main focus of the law.
How is the law enforcement department going to inspect whether girls perform BBBJ or CBJ anyway?
Unless they check surveillance cameras all the time or make the girl's hand in a used condom after each session, which are both unlikely to happen in reality.

Reason for 32 (Kondompflicht, Werbeverbot).
Re Section 1.
In the interests of the prevention of sexually transmitted diseases and thus the protection of both prostitutes and their customers, as well as indirectly affected persons and the general public, paragraph 1 introduces an obligation for prostitutes and their clients to use condoms for paid sex. In addition to vaginal, oral and anal sex, sexual intercourse also includes sex.
The concept of the condom implies the application to the man's body and primarily aims at a responsible behavior of the man; Male customers and male prostitutes are therefore always obliged to use a condom in the course of the customer's sexual relations. Female prostitutes and customers are also addressees of the standard; They are obliged to ensure that a condom is used on the sex of the male prostitute or customer during sexual intercourse. Therefore they are also listed as obliging of the condom offer.
From the point of view of prostitutes, the provision constitutes a professional practice which, however, is justified in the protection of the above mentioned legal goods, as is already the case with the provisions already in force in two Lnder. The provision encourages prostitutes, in particular, to oppose customers, operators and people around them to insist on their own protection on the use of infection-resistant sexual practices and to resist different customer wishes by referring to the prohibition. The provision is thus linked to its own protection interest for the prostitutes for its implementation. Violations of the Kondompflicht are therefore not prosecuted for prostitutes under this Act, but for customers. There is, therefore, no room for the fear, which is expressed by many people that the condition of duty is to be enforced by means of the use of "bailouts" against prostitutes with ordinances.
The use of condoms is the most effective and easy way to reduce the risk of sexually transmitted diseases. Nonetheless, prostitutes (and their customers) are also well aware of the use of infection-resistant sex practices, as the risk of sexually transmitted diseases can not be excluded. For this reason it is sensible to at the same time to facilitate the access to appropriate counseling for prostitutes, which is appropriate to the target groups. In this context, corresponding information in the context of the notification and obligatory health advice according to 10 as well as the obligation of the operators according to 24 paragraph 3 contribute, among other things, to grant access to their prostitution office.
Re Section 2.
The obligation to notice in accordance with paragraph 2 is intended to ensure the compliance with the concession obligation. Pursuant to section 24 (2), operators are obligated to act on compliance with the conditement obligation.
Re Section 3.
Re point 1.
The preventive effect of the condom compaction can only be achieved if female and male prostitutes establish the most consistent use of condoms. However, it is difficult for many prostitutes, even in the provinces where condoms are already compulsory, to insist on condom use against their customers, especially if the customers gain the impression that unprotected sexual intercourse is a " Quite normal "and easy to find offer.
An explicit prohibition on advertising is therefore introduced as a self-imposed rule in order to secure the concession obligation. In addition to the explicit advertising of vaginal, oral and anal sex, "without a condom", the prohibition also covers scene-type abbreviations such as "AO", "FO" or language descriptions such as "natural" or "taboo".
The provision restricts prostitutes to the possibility of drawing competitive advantages from their willingness to take a risky sexual behavior, which is prohibited under paragraph 1. It reduces the pressure from the demand side to the renouncement of condoms and serves thereby also the strengthening of prostitutes, which want to hold for their own protection on the condom use.
Point 1 pursues a different objective as number 2, which aims primarily at protecting young people and the general public against unsolicited confrontation with sexualised content. It is true that, since the entry into force of the Prostitution Act, all forms of advertising for prostitution can no longer be regarded as prohibited and can be prosecuted, but in principle it must still be possible to oppose aggressive and sprawling forms of advertising for sexual services. This is to be ensured by the regulation in point 2.
Re point 2.
No. 2 includes the general prohibition, as hitherto prescribed in Section 120 (1) (2) of the Act on Administrative Offenses, to advertise or provide explanations of such content by means of the media referred to therein. The wording in paragraph 2 takes account of the development of the supreme judicial jurisdiction on section 120 (1) (2) of the Act on Administrative Offenses.
Advertisements or notifications are prohibited, in particular, under point 2 if they are likely to jeopardize the development of children or adolescents or their education into a self-responsible and community-capable personality. According to the judgments of the 1st Civil Division of the Federal Supreme Court of 13 July 2006 - I ZR 241/03 and I ZR 65/05 - the law on the legal situation of the prostitutes of 20 December 2001 on 1 January 2002 as well as The changing understanding in the population of a general prohibition of any advertising for paid sexual acts according to 120 paragraph 1 number 2 of the law on administrative offenses. The prohibition of advertising for prostitution is to be restricted to cases in which the advertising affects the legal rights of the general public, especially those of children and adolescents, before the dangers and harassment associated with prostitution. The advertisement must not be made in the appropriate reserved form, according to the presentation, content or scope, or be suitable according to the nature of the advertising medium and its dissemination to jeopardize the legal goods subject to protection. On the suitability of advertising.
Within the meaning of section 119 (1) of the Act on Administrative Offenses, to harass others, or to make their statement in grossly offensive form. The amendment of the law on prostitution provides an opportunity to clarify the scope of the advertising ban on prostitution, particularly in the interests of the protection of minors.
(the law focuses on bareback vaginal or anal sex)
Banning bareback oral sex is more like an additional note, not the main focus of the law.
Where did you draw that conclusion from? I don't know what the main focus is, but clearly there's the health aspect to prevent STDs.
If prima facie unenforceability or plausible deniability were any problem for law enforcement, people would have an orgy doing dozens of illegal things, not just sexual ones.
Oh come on now, that's not an answer. How about some real answers for this topic. I suspect we'll have some hot young 'german' girls showing up at all the clubs waiting to "blow the whistle" on guys asking for BBBJ's.
However, in Spain I find you have to bargain much harder to get a BBBJ and much, much, much harder to get CIM. Many, many girls in Spain simply won't do BBBJ / CIM while in Germany many, many girls will.
What a bad news about Spain! I was thinking to try Spain after this summer but your post makes me rise some doubts.
For who want try Austria, also have Circolo Passion in Innsbruck (don't know if is still 60€/30 min or is now 70€/30 min) and Casa Carintia in Feldkirchen with a special package entry fee included 2 rooms for 130€, standard price is 50€/30 min. In both clubs you have to pay an extra fee for FK.

However, at many brothels and for independents, it is not.
In Madrid, there are at least three brothels (actually a lot more, but three come to mind) where BBBJ (often TC) is either automatically standard or offered at a specified additional price. The three that come to mind are amigasdelidia, placermadrid and RusasVIP. There are too many independents who offer BBBJTC to even begin to list. A few minutes reading the reviews using Google Chrome on the local spalumi and / or esaschicas review sites will allow you to make a nice list.
For Barcelona, the clubs (which are not that great) and large (I call them commercial) brothels have more ladies that do CBJs than do BBBJ or BBBJTCIM. However, there is an abundance of hot independent escorts in Barcelona where BBBJ and / or BBBJTCIM is the standard. Also, there are many smaller brothels where BBBJTC is standard. Reading the last 20 pages of the ISG threads for Madrid and Barcelona, as well as clicking on some links in those threads, will give you plenty of names with contact information.
(1) Customers of prostitutes and prostitutes must ensure that condoms are used in sexual intercourse.
See sexual intercourse, it says that above.
Sexual intercourse is intercourse and that is penetration. Intercourse is intersecting penis into pussy.
So BBBJ do not count.
If this is so, let us not give girls idea.
If this is not so, explain don't just say it include BBBJ like MR HB style LOL.

If session ends legally with an uncovered hand job done by the girl on a man, 100% used condom demands are unreasonable.
I suspect we'll have some hot young 'german' girls showing up at all the clubs waiting to "blow the whistle" on guys asking for BBBJ's.
I agree, can never be 100% sure about anything with this law in the books. Bad as US escort services. Since I already booked 10 days in NRW in August, I may have to take my regular girls to my hotel. The business model involves a discounted 10 hrs of service, such as 800 Euro for 10 hrs. Unlimited number of pops and CIM included, with a lunch or dinner break in between and a small shopping session for the lady.
Germany is being ruined by communists.
I guess we'll have to see after July 1st.
It seems like it might be the beginning of the end of Germany as a destination of choice for mongers. A way of eliminating prostitution indirectly-hope I'm wrong but it will be interesting to read these forum reports after the law comes into effect.
If you are a guy who insists on a true club like Vive in Madrid, what The Cane says about Spain is accurate.
Yes, I am a clubber, so I was speaking specifically about the club scene. That said, pound for pound and inch for inch, Spain is still my favorite country in Europe. For me, because I'm into the clubs, Germany is a better sex vacation destination. But, Spain is still good, and it has so much to offer. Like better weather for one! And you are right, Barcelona is really not that great for mongering if you ask me. Madrid is better, and at the time I was there, I found that Sevilla was even better than Barcelona for mongering. I understand that has changed over the last several years with many closures down there. Barcelona is the number one city for overall tourism, but there's better in Spain when it comes to mongering action. IMHO! And some clubs with some very hot girls! It's just that many won't do BBBJ / CIM. Or let you take them in the butt LOL! That said, some of my most memorable fucks (including anal) have happened in Spain hehehe! But, let's get back to the Fatherland!
