While written for the AB experience, this is essentially correct. The major difference is that in the Alley, the girls have less time for niceties; while you stand there talking to them, wallets with cash are walking by. As you have pointed one shall take the above mentioned significant steps for personal protection but it would not change the current Tijuana #1 status for American tourist arrest in the whole world based 0n 2007. 2008 reported figures.
San Diego is not Tijuana based on 2007. 2008 FBI reported figures for arrest.
2009 Tijuana figures will be viewed with great interest for safety trend.

I was there before a couple of days. For my entire stay at Zona, there were uniformed police (not the white shirt ones) alongwith a plain clothed boss in front of AB. At one point one cop ran into AB from the exit side and right after the other one from the main entrance. I followed the second one. They were talking with a toll well built dude (who looked white but in fact was a mexican. I saw his license when they were examining it outside). Dudue was standing with a girls. In few seconds they handcuffed him and took him to the plain clothed guy. I had became a bit obvious in trying to see what was going on and was almost attracting looks from the cops. Based on all the horror cop stories read here, I just took off and went to HK. When I returned to AB after an hour or so, couple of girls whom I asked about the event pleaded ignorance about it.
I saw cops at AB's entrance almost the entire time. Nothing in front of HK. When I was finally leaving Zona, I saw them frisking a Mexican goon type of a guy. Never saw these many cops before.

We're off topic here, but most (if not all) Americans arrested in TJ violate one or more of the things stated in Sgt Perv's post.
To be real and accurate you must take into consideration the number of US citizens that visit each foreign city. Tijuana has a lot more visitors per day than say London. If you went by percentage of US visitors arrested in a foreign city, Tijuana would be very low on the arrest list.
If US citizens go to a foreign country and do things they know would also get them arrested in the US, then they deserve what they get and you can not blame their stupidity on the host country.
