"The testing is one of the measures that this city, Tijuana, has taken to regulate prostitution, which has flourished here for decades. The city council passed a law in June that requires the town's active prostitutes - 5,000 are currently being tested each month. To have monthly medical exams for sexually transmitted diseases and forces brothel owners to adopt more sanitary practices. Those who do not face stiff fines and the loss of their business licenses.
One measure of the magnitude of the problem health officials face is that more than 8,000 women and men who have registered as prostitutes since the system began have stopped coming to the city clinic, Dr. Mayor Noriega said. It is unclear how many left the business and how many simply decided not to pay for the tests any more. ".

You turn on Ave Padre Kino
1 mil pesos or $60 mordida for illegal you turn? It's very high. What day and what time of the week were you nailed for this you turn?
You are supposed to go South on P Kino to the rotary then go North to join the line waiting for SENTRI lanes. If there is a long line of cars waiting, you cannot do you turn, since other drivers would never let you cut in their line. But most time at night P Kino is empty and drivers would just make you turns over the double yellow line into the empty Northbound lanes.
I would look around carefully before doing this you turn, as I know policia assholes may be hiding nearby trying to make money.
The most recent was when I pulled a _U_ turn across the center line to access the Sentri lane on Calle Padre Keno. That time the cop brought out some printed up chart showing fines for various traffic infractions. Then I brought up the option of paying the cop instead of seeing the judge. He seemed hesitant but accepted the 1 mil pesos.
Warning: mugging on Constitucion
Warning.
There was a mugging on Constitucion that took place between the Alley and Calle Primera. !! This occurred a the other night around 8:30 pm. Not certain, but I believe it happened on the west side. There appears to be a uptick in crime. I was reading the other day that there was 80 murders in Tijuana. The gangs also hung this guys body from the pedestrian bridge by Plaza rio. So therefore it is important for everyone to stay alert in Tijuana. When I am in Tijuana I always look to see who is behind me. You can also complain to SD Mexican consulate on their Facebook page. I would urge every one to do so.
