First off, there's nothing happening in Muyenga, especially at night where it's pitch black and literally dead. Furthermore, you would need a private taxi or bodaboda just to go about anywhere including Kansanga and it's far from the city center as well. Of course, this also applies in reverse making it hard for the girls coming to you who typically rely on shared taxi's for transport.
I suggest that you might RTFF again paying particular attention to the hotels most frequently mentioned. Lots of details there. And BTW, unless specifically mentioned otherwise, assume that all hotels in Kampala are GF.

And even so, on that front, the action is just around the corner, as the Kabalagala strip is maybe a five minute walk away. CBD is maybe ten minutes away by boda in the evening, a little longer by car. There are nice bars and restaurants in the area. I'd say it looks like a good choice.

Consequently, I have walked most of that entire area, including nearby Kansanga and Kabalagala.
That said, if you can make it on foot from the International Hotel in Muyenga to Kabalagala in 5 minutes and in total darkness at that, then you can walk on water. 15-20 minutes is more like it and that's just to the roundabout. It's a good 30 min walk all of the way down to the Capitol Pub. Google it if you wish, but my estimates should be pretty much dead nuts on. As far as a 10 minute boda ride to the city center (at night) is concerned, that's a little more realistic (assuming he would even take a boda vs a taxi in the first place) but he's more likely to be headed a tad further towards places like Kololo, Kisementi and Ntinda anyway.
Point being, there are many more accessible and 'nicer' bars and restaurants (not to mention talent), if you're strategically based in the city center vs Muyenga. If you want to go slum it, Ggaba road is always within striking distance too.
There are several hotels near the junction of Kabalagala & Tank Hill Road (where there is the Italian Supermarket) . One reasonable hotel is the one which is called " Kentucky. Something " . I stayed there & it was OK, but not luxurious. There are more neighbouring hotels around.
There you are really within walking distance of the clubs, bars & restaurants of Kabalagala.

He only mentioned the proximity to Kansanga as favorable. If he intended to be close to Kabalagala, that's a different discussion but that was never mentioned.
BTW, I've never heard of the 'Kentucky' hotel? The only hotel that I can recommend in that immediate area is the SEB. If it's still in business that is.

Keep in mind that you get what you pay for which is more than likely to be:
1) Sub basic accomodations at best.
2) A rude and lazy staff.
3) Suspect clientele (perhaps even you).
4) Hit and miss electricity and hot water - 5 hp generator is a joke.
5) One girl allowed in your room only.
6) Crappy restaurant when open.
I find it hard to believe that someone who is seriously considering the International Hotel would even give the Kenrock a passing glance. Keep in mind that I was trying to address the OP's question with some elaboration, not to get into an apples and oranges discussion about hotels in the area.
