I think they are governed by women (indirectly) - men are afraid of passing laws to legalize prostitution because of fear of backlash from women.
Women's pussy value will go down considerably if they legalize prostitution. Because men would no longer need to tolerate their women's bullshit or put up with fat wives.
Even liberal city like San Francisco has sting operations to catch johns. I know close friends who were arrested & finger printed by SFPD. The district attorney then legally extorts $1500 via their 'first offender program' in exchange to not go to trial. The whole thing is BS.
