There have been cases where their vice squad had made raids on places like residential areas. The SG government is pragmatic to know that they cannot eradicate the oldest profession. That's why they prefer to maintain control and hence their ability to regulate and I suppose ultimately a share of the taxes if any.

Public solicitation, living on the earnings of a prostitute and maintaining a brothel are all illegal, but the independent contractors, working out of houses within the Desker red light zone, who have up to date health checks? Legal.
Now, finding a girl that you would be willing to screw in Desker and Petain is a different story. Do a google search for "Petain Road: Where Singapore's Working Girls Go To Be Forgotten" to see photos which should take you to the right alley, and more background info. I wouldn't screw any of the girls there if you paid me.
I was walking around Clark Quay yesterday at 10 pm, Sunday. I didn't see anyone who looked like a working girl, just civilians eating and doing tourists stuff. I walked through Blocks A-F, also along the path across the water. Did not see anything. Was it too early at 10 pm? Or because of Sunday?
Are the freelancers on the streets or in some bars? I did walk in front of 2 bars with loud music, LE Noir, and Octapas. I peeked inside but didn't see much action.

Sunday is not the best day, 10 pm is indeed too early and some of these girls do not really look the WG part. The area around the central fountain is usually the place you will see some of them hang out. LE Noir and Octapas will not have any FLs, but Pump Room sure has some. Zouk and Attica are other places to check out, but these are also places where regular folks party the night away, you need to watch out for that little smile or brush of the hair or that little raised glass and such other cues.
P.S. - You will not see FLs "roaming around" in Singapore. They don't have to. Most of the FL game is now online.

2. The Geylang houses are probably your best bet. Depending on when you get there, they have plenty of available talent, an a no-bullshit approach to business. And they won't waste your time.
I have a passport that is friendly to Singapore, and we simply walked off the plane, got a stamp and walked out the airport. Took maybe 10 minutes.
You hear horror stories about the strictness of it but honestly Canada is harder to get in to than Singapore. Just don't bring any drugs in and you'll be fine.

Perhaps the OP would be better off going to OT, then finding a ST hotel to take a girl.

Just not sure where to go with 9 hours to kill.

Orchard Towers is right on the main drag and at night is it literally filled to the brim with working girls. Plenty of cute Asians, and even some badass Russian girls. I talked to a Russian who was a solid 8, she started with 800 sd for all night.

You need to be back by 7 hours.
Geylang, closer to the airport, on the East West line MRT is the simplest. Stop at Aljunied station.
You return transport time is around 1 hour.
That leaves you around 6 hours, at least 3 chances to experience the various house.
Prices are from $40 Singapore to $ 80.
