To an extent it is, but it isn't set up as a place for the punters. It's a quiet place catering to couples and families, so exercise good judgment. I'd bring back a girl after midnight and have her out before 7 am, and I kept it low key. The front desk clerk didn't give me or the girls any hassle. Nice place w/ friendly staff. Rooms from $36 to $52.
I would agree with that assessment of the Billabong. Terrific breakfast BTW. I arrived on a Sunday with a small supply of US dollars and plenty of US Travellers Cheques. Unlike Flamingo's they do not negoiate travellers cheques except when paying the bill on departure. The nice lady on reception also told me that I would be unable to cash T/C's anywhere on Sunday. In my room I perused the yellow pages and found entries for several banks which were open on Sunday. I strolled out to Monivong to the Cambodia Asia Bank and had no problem changing TC's with the usual 2% commission. I took great delight in informing the recepionist.
