Please let me know what times would be good for you, and I will arrange an interview with you, me, and my consular officer. ".
Of course, this won't get you very far, and the arresting officers will probably simply laugh at you. If they are anything like American police officers, they will threaten you, yell at you, get mad at you, etc. The point of answering in the latter way instead of the former however is the impression that it gives and the story that you are able to tell later. In the former case, you appear uncooperative. In the latter case, you have some appearance of wanting to be helpful. In all cases, you are always better off remaining silent. The question is what is the best way to assert your right to remain silent. I would lean towards something like the latter method because it comes off better.
Of course, how you respond to officers in such a situation is a personal decision and highly fact dependent. Once you find yourself in a situation like this, you're already in deep doo-doo. Most folks who are very experienced in law enforcement (officers and legal professionals alike) all agree though that speaking on your behalf rarely helps you and only hurts you. Finding yourself in such situations with law enforcement is quite stressful. It is hard work saying the same thing over and over while smiling, "Yes, I would be happy to cooperate and answer all of your questions. Please let me know a good time for you, me, and my consular officer to schedule an interview. ".
And sorry HB, the Vienna Convention doesn't work for you Germans in Germany. It's only available to foreign nationals who are not citizens of the country they are arrested in. Anyhow, I am sure HB will be able to use his Stammgast status to get out of these types of situations.

Blackmail: I don't see it coming. Girls could have blackmailed clients now, did rarely happen. But who knows, I may be wrong.
I've never had any representative of the state enter the room to check if I did BBBJ in Bavaria or Saarland. I don't see it happening in July 17. The fake client thing won't work for enforcement of the new nationwide law as there is no penalty for the girl under the new law. Since the new law only punishes the man for ohne-condom, sending fake clients to test the girls would make no sense.
