Is the place near RT Mart foreigner (i.e. non-Asian) friendly?
really? 1, 900 now for hs and cbj without cim? damn, that sucks. looks like that place is going down the crapper. a real shame too, because i had some pretty good times there.
right now i actually spend most of my time at this new place near yi zhong st. and chung yo department store. the building's very new, and the girls are mostly high school (yes, **** and illegal! but shh.) and college girls who do a little part time work on the side. very good quality. only 2, 600 for fs with bbbj. no cim though.
it's kind of hard to tell people here about these places with all restrictions this site has, since most of taichung's non-ktv mongering areas are not walk-in friendly (you at least need to call their cell phone number, first-timers and veterans alike). here's the best i can do.
go to the intersection of yi zhong st. and yu de st. it's at the end of yi zhong st. that's on the chung yo department store's a building's side. you'll know you're in the right place when you see two parking lots and a soft drink store with a green sign at the intersection. now position yourself on yi zhong st. so you that are facing the soft drink store and it is to your left. walk down the street until you get to the end (about a 1-minute walk). there you should be facing a large apartment complex that's still under construction a little bit. there you should see a winding staircase to your right. the staircase is out in the open. take the stairs to the very top (3rd floor), stay on the right side of the building and follow the path a little bit, and you should come to a glass door that needs a swipe key to open. stand there for awhile, and if you see 2 guys head in or out, especially 2 guys where one looks like a pimp and the other looks like a punter, just tell them you want to see some action too.
i gave this advice to a co-worker who had to score some tail that very instant and couldn't wait for me to get off work, and it worked for him, although he had to wait almost 40 minutes outside that glass door before he saw anyone. first time's always the hardest, especially if you're flying blind.
the place is open from 12 am to 12 pm, and from what i know there are no obvious shifts that the girls work, as they're all part time and come whenever they can. but the quality is quite good, i'd say mostly 7s and 8s, once in awhile you'll see a 9 if you're lucky. they're all under 25, and the rooms have more of a motel feel to them, none of that dark, seedy, shady feel a lot of mps have.

but this time. it really is a needle in a haystack. and there seems to be some mistakes.
i found the tea shop that matches your description. (green sign on the left. one minute walk down to a dead end)
but that was at the intersection of "yu-tsai north road" and "yi-chong street"
now regarding the "winding staircase" and "out in the open". could you be more specific? went there several times already. went home empty handed. really look forward to trying out the place man.

Went there today and saw the Tea Stand, walked to the end until I found the new buildings being built, but then couldn't find the staircase. Is it right on the corner? Should I turn down the street?

Went there tonight. To see if I can find it. But then I couldn't. So end up buying some snacks in the night market
The newely built place is called new city. So that one right?
But I have noticed there are a lot of open stairways.
It's like a maze. So I just walked around. And there are guards walking around as well.
But good thing that the buildings are letterized and numberized.
So maybe it will be easier to find

I checked out the place Hot Jizz recommended and I managed to find it. The directions weren't as clear as the ones for the RT-Mart place, but to be fair, it is harder to find. Maybe this helps.
Everyone seems to be finding the tea shop with the green sign okay. So you walk down that street and get to the complex of apartment buildings. As you step on the sidewalk entering the complex, stay on the wall to your right while making sure you're still on the same street you walked over from. Then, hugging the wall, go forward about 10 steps and take the first staircase that you see. Take it to the top.
Now just to make sure you're in the right place, take a view from the top. You should still be on the street you walked over from and you should be at the very front of the apartment complex. Then, go over to the right side of the building and look around for a glass door with an access panel. It is only like 5 steps away from the stairs.
Took me a long time to find it (went to all the wrong places, don't know how that's possible), but I did. That said, it was pretty hard to wait for the pimp to take someone in or out. I think I waited maybe an hour, all the while wondering if it was the right place. Once inside, I think it was a pretty decent place. The girls were young and fairly attractive. The service I got was only average though. And at the end, the pimp didn't give me his number. I don't know if he didn't understand or what, but I thought I was pretty clear.
In hindsight, I'm not sure if it was worth all the trouble of trying to find the place and waiting for the pimp to show, especially since I didn't get a number to make this easier the second time around.
I just was there 5 minutes ago looking around. The intersection with the Tea Stand with the green sign is Yi Zhong St and Yu Cai N. Road. If you are coming from Chung Yo Department store (San Min Road.) on Yu Cai N. Road. When you get to Yi Zhong St turn left (The tea shop will be on the corner on your left). Go down about 75 yards and the street ends. The name of the street at the t-intersection is Jin Xin St. When you are at the t-intersection you will be looking at a new open air mall with a row of shops on the left and a row of shops on the right. On the left hand side you will see an escalator. Directly across from the escalator on the right hand building on the corner is an open air space. It looks like a carport. It has a glass window for one side. On the back wall is a winding staircase. I am guessing that is the staircase being talked about, but when I was there today, the front of the space had construction screens across the front to block access to the staircase, and there was an old security dude sitting on a chair at a podium over by the glass window. I didn't get off of my motorcycle and walk around or try and go up. Just stopped and looked.

Second, I think Taichung 704's description of the escalator on your left and the staircase to your right is pretty straight on. THAT is the staircase I was talking about. Take it to the very top and you should see a glass door on the right side of the building. That's the way in.
I understand asking people to go blind and wait for a possible pimp coming in or out isn't the best thing in the world, but as I mentioned before, walk-ins in Taichung are rare these days and I was just putting this out there for anyone who wanted to check it out. Sorry I couldn't be more helpful.

I am an ex-pat. I have been living in Taichung for a few years.
