No responsible person would put everything in crypto and tech speculation. Obviously investments should be diversified according to your personal life schedule and risk tolerance. Significant in low risk investments, some in high dividend, some bonds, some high risk speculation. Personally 5% in Crypto is my risk tolerance.

So yes, it kind of changes your numbers quite a bit. Also of note is that 100% of it is invested abroad, so it is impossible to use the fund in the same metrics as national debt (with its own currency). Since abroad investments functions in several inverse relationships as the economy increases or drops.

I have a couple of friends who are portfolio managers at Norges. IMO, it is the premier sovereign fund in the world and I would put it ahead of ADIA. They have also been way ahead of other funds in taking the lead on ESG although one can rightly question the morality of a fund built on oil riches preaching ESG. That said, it is at the end, a bit like an endowment. They are running more than $1. 3 T now, which for a country of 5 mil would imply a wealth of $260 K per capita. However, this is misleading. This wealth will not be dissolved and divvied up now or soon. The wealth belongs to not just current but future generations and that could be not just the next 10 years or 50 years but in principle forever. Endowments typically draw down low single percent amounts (say 3% or 4%) which will be balanced by the return they generate -- in theory the fund sustains at similar size for a very long time (and grow if they keep getting new contributions from donors). I think Norway is doing the right thing with regards to taking money out and I know it is always a big source of discussion in their country.
