I've been to both places recently too. Sosua is somewhat better organized, if I dare use that word, with regards to the mongering scene. One advantage that BC has is that flights to SDQ tend to be cheaper than POP or any other airport in country and its only 15 minutes by cab to BC. Of course its only 20 minutes to Sosua from POP too so its a wash in that regard. My sense is that decent lodging is a bit less expensive and more reliable in Sosua than BC but that can all depend on certain factors. I believe Sosua is a bit safer at night. BC just doesn't feel as safe to me at night by the way the town is laid out and the street lighting dims considerably once you head down side streets. BC feels better to me during the day however. Feels less hectic except during weekends when the city folk come into town to enjoy the beach.
If you happen to have business in Santo Domingo then BC can serve as a pleasant diversion for a night or weekend but you might want a wingman. Sosua can me managed solo if you don't drift too far from the center. Its not a bad drive between Santo Do and BC but you'd need some time to learn the roads and the capital city is about 30-40 minutes depending on traffic. I used to live in Santo Do a while back and things may have changed but the city can be fun at night if you know where to go.
