2. CIA and any versions of secret police.

Some on here are arguing semantics over basic comon sense. In all three of these there is little your local conciliate may do for save arrange a seat on a plane out of the country.

Can not educate the ignorant
Fbi is a domestic enforcement agency. They go to foreign countries when invited because they have needed expertise It is a violation of sovernty form them to go to another nation without permission. They have no more authority to go into another country then the KGB. Interpol has no authority to arrest they coordinate foreign law enforcement agencies. You see to many boogey men. I studied international law in law school and almost joined the FBI. It is obvious you never took a US civics course.
