I'd be curious to know of sources that tell a contrary view. Maputo appears to be higher the the Mozambique average, which is not unlike other countries where the city prevalence rates are higher.

The provinces with the highest rates are Sofala, Maputo and Maputo-city (26.5, 20.7 and 20.7% respectively) and the lowest Nampula, Cabo Delgado, Niassa and Inhambane (9.2, 8.6, 11.1 and 11.7% respectively). Tete, Zambezia, Gaza and Manica also presented very high rates (close to 20%)[1]. Source UN 2006- I don't have a more specific report to cite from this source.
