Club XIII is not really a elitny place but very reasonable when they organize special parties. The best party I ever joined in Moscow so far was Halloween there 2 Years ago!

from my expierence I never had any problem to get cash in Russia with VISA card. I use german one supplied by LUFTHANSA or the one supplied by my bank. I dont know if the mentioned problem...
