Suggest you try Holiday Inn Express in Sukhumvit SOI 13, they have both smokers & non-Smokers rooms. Budget I think is around $55. -

Guys,
Almost every hotel in BKK allow guests. I have stayed in continental and holiday inn and holiday inn express, each time, I have walked in straight to room with girl in arm.
