If you can read Chinese Yahoo Taiwan travel pages have loads of hotel reviews put up by locals. These reports have links to maps so it is easy to see the location.

Ceasars is in the same building as FNAC bookshop, IKEA, loads of other shops. Just find the main litfs (if you enter through the front door they are slightly to the left) and push 15...
