I would tend to agree that I think you need the real deal with an official seal on it. The website for US Department says "proof of citizenship, such as a birth certificate" so I would say no copies....

CA driver license
You should be OK to cross the border and back with only your California drivers license up until the 31st. After that you will need your drivers license and your birth certicate or your passport.
