Rio is probably the best place to go for a Brazilian rookie. Other cities are cheaper (except Sao Paulo) but will not have the P4P infrastructure that Rio has.

I am not sure where you are getting that information unless you confuse periods with question marks. Brazil runs about 5-10% inflation so that 60 real dinner could easily be 100 now.
