You will not find Filipinas in Geylang's legal houses. You may find them on the street but best is probably OT and elsewhere.

That might have been a one-off. I am not a local and I was not charged more in the few visits to Geylang over a period of 2-3 years. I was even asked once in a CAT150 house if I was PR?

I really don't think that it's very do-able. You have to factor in other timesinks such as walking from Changi to the MRT, waiting for the MRT to arrive, etc. Walking from Aljunied MRT to the houses...

Thanks for the report! I don't think that it is exactly an FL place like OT; I went there during the daytime for food and it seemed more like a big Thai hangout.

There are Thai discos in Golden Mile Complex, which is what I believe you're referring to. I've heard good things but never managed to visit.
