All hotels have a master key/code to the room safes, they have to because some guests will from time to time lock themselves out. If they had no way to get into the safe when a guest forgets the code...

This hotel is 1737B on Agoda and 1800 on Asia Rooms. Can't comment on the food as I never tried it but 2000b is a reasonable price for this hotel.
