Very few black Ticas in San Jose, Try the Del Rey, Blue Marlin bar, always a few Dominicans and a few from Limon in there.

I think you can pay the tax at pretty much any national bank in Costa Rica. I always use the bank right accross the street from the Morazon, a 30 second walk from the Del Rey.
