In other news, in an attempt to get info about incoming requirements, I wrote directly to the departments (BI, BOQ, and DOH) in email asking questions. Each replied, telling me to contact one of the others regarding this or that issue. When I did contact the correct department (as instructed, ie, BOQ), there was no reply to my question. I have been emailing once each 4-5 days for almost a month.

The dropdown appeared within the online registration form. If your country is on the visa waiver list (many are) you do not need to involve the Phil Embassy in anything.
Just make sure you have all the requirements covered (and update your OHP as per current rules).

But when I look to the rules published here in France for entering to Philippines I only find these rules, no special application is mentioned. Surely I miss something here.
As of April 1, 2022, fully vaccinated foreign nationals are allowed to enter the Philippines for tourism or business travel under the following conditions:
Present a negative RT-PCR test result within 48 hours or an antigenic test within 24 hours prior to departure;.
Be in possession of an International Vaccination Certificate (ICV) issued by the WHO, a Philippine Vaccination Certificate (VaxCertPH), or an electronic vaccination certificate recognized by the Philippine authorities (the French national vaccination certificate is recognized by the Philippine authorities since December 29, 2021);.
Hold a passport valid for at least six months at the time of arrival;.
Have a return ticket to your country of origin or your next country of destination within 30 days of your arrival in the Philippines;.
Have travel insurance covering Covid-19 (minimum coverage of USD 35,000);.
Perform self-monitoring of symptoms until the 7th day after arrival. If symptoms appear during this period, the traveler is obliged to report to the local authorities (Barangay);.
Minors under 12 years of age are exempt from the vaccination requirement, and are subject to the same measures as their parent or guardian.
The following arrival measures apply to 9 (a) (Temporary Visitor's Visa) holders:
Present a negative RT-PCR test result performed less than 48 hours prior to departure;.
Have an International Vaccination Certificate (ICV) issued by the WHO, a Philippine Certificate of Vaccination (VaxCertPH), or an electronic vaccination certificate recognized by the Philippine authorities (the French national vaccination certificate is recognized by the Philippine authorities since December 29,2021);.
Perform self-monitoring of symptoms until the 7th day of their arrival. If symptoms appear during this period, the traveler is obliged to report to the local authorities (Barangay);.
Partially or unvaccinated travelers will be subject to quarantine in a facility or hotel approved by the Philippine authorities until the results of an RT-PCR test conducted on the fifth day, followed by quarantine at home until the 14th day after arrival (a reservation of accommodation for at least six days at a quarantine center or hotel approved by the authorities will be required);.
Non-vaccinated minors are subject to the same measures as their parent or guardian.

Found an up to date guide. I'm at the point of having a barcode, but no QR code. Which the video assures me will allow me to fly, but not use the express lane at Manila and have to go through a manual verification there.
If nobody is actually going to check and verify my uploaded documents before I fly (I could have uploaded a picture of my dick for all they know at this point), what's the point of the whole thing other than some express lane of dubious benefit?
Be attempting to check in in about four hours for the first leg of my journey. I suspect the airlines won't just be accepting the barcode as the video guide claims. I imagine they will be wanting to check everything I have in place.
