    Keep in mind it's a large country. Though Luzon and several islands south were rained upon and large parts flooded in islands further south, say Cebu, life carried on unaffected. If you want the guarantee of great weather then it's the dry season; August is the wettest, and wettest = floods. But plenty of folks come throughout the year and things work out for the most part.
