I think immigration just enforce it. It's not unusual for countries to side with their nationals against foreigners. I am just reporting what I've seen and heard. Maybe people living there could advise.

As CM points out, you get flagged at the airport. They have your date of birth, name and a number. The number is to nab you if you change passports. When you hand in your passport at passport at passport control, that is what they type in as you wait. You get flagged if all three come up on their screen. Though I do not know the specifics of each individual country, that is the general principle. Someone flagged this dude for reasons he has not explained but he wants us to divine so he can get a pass next time. He doesn't even tell us if his passport was stamped, which it should have been or anything he learned while being held. We are supposed to just guess it all.

It would help to know how long you had left on your passport as it's been pointed out that you need to have 6 months left. This is common in many countries.
Also, where are you from? Do you hold a passport that allows visa free / VOA entry? You would be surprised how many people try to board planes or even get to countries thinking they don't need a visa when they do.

That was for the poster not the general public. I find Cebu less of a hassle to enter as the queues are not bad as long as you don't arrive after 3-4 Korean / Chinese planes whose pax never seem able to know the procedure and take so much time to get the passports through the system LOL.

Go to nearest Philippine Embassy and apply for a 180-day Visa. If it is approved, you should be good to go.
But again, there has to be a lot more to your back story if you had a fiancee and were denied entry and you did not find out why.
P.S. Don't enter in Cebu.
