There's no functional justice system here, and there's no divorce, unless you're rich enough to afford an annulment. Chances are this lady's husband had gone off and fathered lots of other children with new girlfriends, and saw this as a chance for a financial bonanza. The church here realizes substantial profits from annulments, so naturally it's going to battle any attempt to allow marital freedom to those without money.

I had my Lasik done in Cebu a couple months ago by Dr. Larrazabal (probably the best-known opthalmologist in the Philippines, husband of the famous filipina singer Donna Cruz) at Cebu Doctor's where he is head of the Opthalmology department. Cost P50,000 all-inclusive. I wouldn't recommend being in a bar environment for an extensive period the same night, as its best to avoid cigarette smoke as much as possible immediately afterwards. (This being said I did briefly stop into Pussycats Cebu the same night to say hello to my favourite there)
In Manila I would consider St. Luke's, Makati Medical or American Eye.
