    Not sure what you mean by "your consular officials", I took it to mean it would apply to all of them.

    At present embassies in the Philippines do have to provide a 'Certificate of no impediment' which requires a foreigner to prove he / she is not married at time of application for marriage.
    Other then the actual "Certificate of Good Moral Character" the bill is pretty much redundant for US citizens. Proof of financial capability to support your intended spouse is already required by the US as well as a full criminal background check; done by both the FBI (via the NCIC data base) and the man's state Crime Info Center (local data base).

    Although Gwen did say "some of the foreigners" are "vagabonds or social and moral derelicts in their own country", she neglected to mention the thousands, or perhaps even the 10's of thousands, of Filipinas who are happily married to foreigners and how not only their lives, but their family's lives have benefitted from the union. As you have said here and others have said elsewhere, nothing more then political grandstanding. But even if the bill does pass, I doubt it will have any significant impact on the marriage process or truly prevent any abuse / exploitation of Pinays from occurring.

    These additional requirements will be burdensome. My home country of Australia has already implemented massive increases in visa application costs for applicants wishing to bring in a Filipino spouse. Formerly about $1,600 now about $16,000 in Australian dollars. This is cutting out some men of lesser means but there is still a conga line of Ozzie fools lining up to pay this money for a woman they have never even met. I kid you not.

    Longer term nonsense like this must adversely affect the marrying off of woman from poor families & consequently the inflow of remittance money which stands at billions currently.

    +1 for your movie tip. I saw "Metro Manila" last night on Netflix and it was great. It is not a documentary. It is a very well done gritty drama about a peasant farming family forced to leave their land and trying to survive in Manila. The wife has to take a job in a bar and the husband gets a job driving an armored car for a security company. It kind of reminded me of "Amores Perros" another extremely well done film that takes place in gritty Mexico City. Two thumbs up for both films.
