The new rooftop areas of Ayala would be suitable. Just a note, but I found the New Orleans restaurant at the new level to be incredibly bad value for a meal. The gals are kind of miniskirted, so good for a beer and some flirting. The food sucks. (in my opinion at some date in 2014).

Be careful X as those mini skirted ladies are PJ's ex wives in the future LOL. They are nice and the food I OK IMHO. Ayala is always expensive and I eat away from there more than I eat in Ayala nowadays.

As a non smoker I am not fussed but the non smoking policy has not been mentioned in the local press (well I have not seen it reported) so it came as huge surprise to Pip when he wanted to pop outside for a smoke when we had coffee the other day.

Ayala Mall has now decided to enforce Cebu City's smoking ban to the point where smoking is now banned from the ENTIRE mall grounds; that of course includes the terraces and the coffee shops / restos within.

Guess if you want to smoke your fag you'll have to now go smoke with the fags in the only designated smoking area at the corner of Mindanao Ave and Bohol Ave. For the uninformed (or those interested, LOL) it's one of the areas where the lady boys hang out. Especially at night. Anyone who's stayed at the Mandarin, PL or Quest has probably walk past or thru it and been harassed by one of them. Now, if you're a smoker, you can go hang out with them, you can smoke your cigarette while they smoke you, hahaha. Ayala management must really hate smokers to send it's patrons to that section. Either that or they're lady boys trying to help drum up biz for their friends, LOL.

And BTW, the fine for the first offense is p3,000 for violating the cigarette smoking ban. So guess who'll be targeted?

I think internet is an issue all over Asia. The only place I've seen good service is in Tokyo. Vietnam was shite. The blamed it on some cut cable but it was shite last year also. Don't remember what they blamed it on. My hotel in Myanmar was barely adequate. I'm at the Sofitel in BKK and they give you 1. 8 mbps, you can upgrade to 5 mbps for 900 baht! That's crazy!

In Makati I usually stay at the St Giles and the internet was abysmal last year. I emailed them asking if the had fixed it. The manager replied that they had upgraded to 20 megabytes service. Laughable, 20 megabytes for a hotel that size. You get a few people on it and it's like dialup. I mean I get over 100, sometimes even 125 at home.

Korea and Singapore have, in my experience reasonably fast, reliable service. In the Philippines, 6-10 Mbps is considered blinding speed. When in Makati, I stay at the Fairmont and consistently get in-room service of 30-50 Mbps which is the quickest I've ever gotten here. The problem of course is that the government is wholly uninterested, and for the private providers, there's little investment because of the limited subscriber base.

Actually the best way to go would be with a universal, use it anywhere, 4 G / LTE pocket WiFi device. For reasons that are not relevant here, I can not get cable broadband in the condo I'm renting. The first month I was here I picked up a Globe Tattoo 3 G unit. I would have gotten more satisfaction throwing p2,400 out of my window (p1,400 for the device and p1 K for the 30 days of unli load). For the most part the service was worse then the old dial up net connections and often during peak hours I couldn't even connect to the net at all. In all fairness to Globe, a friend who lives close to IT park uses the same device and has better service there; still not great, but better then what I was getting in the Capital / Banawa area.

I've not made plans past Manila. We were talking about Islands and you mentioned on close to Cebu. What was the name of the island? I'm looking for somewhere I can chill for a few days. Nice views, crystal clean waters. I was looking at Palawan but it's pricy and a pain to get to. Any suggestions? P4 P availability would be good but not a deal breaker. Colon is a great place to live for many reasons. Again it is not dangerous. I have never had a problem, and I walk the area all hours, including late at night. The way to stay safe is don't get falling-down drunk. I love to walk and you have E-Mall, department stores, Gaisano Metro, Main etc. And there is a brand new gym 1 block from where I live which costs 500 P / month. Fuente is an easy 20 minute walk. I have explained in the past how I get my girls. They come from all over the city, generally I stay away from the Colon girls who are not highly desirable. However there are 6 major Colleges in the area so there are tons of "good girls" in the area. I travel by taxi, and 99% of the time I am able to get a taxi in under 1 minute. It usually takes a taxi about 20 minutes for my twice daily trip to the Waterfront Casino{Lahug}, a place I spend many hours. Best is to buy a USB 3 G dongle with quad-band frequency, this works in almost any country and with any company. I bought one years ago in Bangkok and it has served me very well.

But a word of warning, internet here in Cebu (and I found the same or worse in Dumaguete and Tagbilaran) is very unpredictable.

After checking the reception / signal strength at my condo via a friend's cell phone that has LTE capacity, I then bought a Huawei 4 G pocket WiFi device (model E5375) and paired it with a Smart Bro LTE SIM card (p1 K load for 30 days unli net service). The device can be used just about anywhere in the world, naturally paired with a local SIM card, but at p5,200 it is a bit more pricey compared to the Tattoo or Bro Stick. However, IMHO it was money well spent and I honestly think it's faster sometimes then the PLDT or Globe broadband connection that some friends here have. I've tested it in various parts of the city and the 4 G service has been quite impressive, even during peak hours and on holidays. I was rather surprised to see that there was even 4 G service down in Alcoy at the resort I stayed, when oddly the regular Smart cell phone service was patchy and sporadic at best.

And quite true about the net service here being very unpredictable. Occasionally, and for no apparent reason, I've noticed a significant slow down of the service, even sometimes during off peak hours. I've been able to get around that by switching bands / channels on my device or by rebooting it which also clears out its internal cache; so far that seems to work. The conspiracy theorist in me comes out and I begin to wonder if Globe & Smart / Sun throttle back their respective services as a means of increasing revenue. Most people here use prepaid loads for both cell and net. The longer it takes to download a page the more they take. Even people with daily unli plans get frustrated, go do something else, forget to turn off their cell data connection and their loads expire.

To a lessor extent the same applies to regular cell phone service too. Just yesterday in Ayala mall I was having coffee with WR along with one of his "trainees", he sent me a text message about something he did not wish to say out loud (I know, unusual for him, but it was about the girl we were with). An hour later that message showed up along several other messages from him I had already received. Recently I've also experienced service interruptions with Smart in areas which have always had a very good signal (chiefly in and around Ayala, SM Cebu & IT Park). Who knows what games the telco companies are playing or, for that fact, the malls (Ayala is affiliated with Globe & SM with Smart).
