This is best done by sending an Angkas Moto there (Angkas is a very useful app to download if you want to get around Cebu on a motorbike or send people / packages at around half the price of taxis) (about 100 peso) and address any stuff to International Welfare Department, Cebu City Jail, Male Dorm, Kalunasan. (Check the Angkas driver is willing to enter the jail whilst the package is searched, some will some won't) They run a basic library service (really just a few books) for the foreign prisoners and locals who read.

Needless to say, the main message is never get yourself in the situation of having to stay in this place.
