    Relaxation of some restrictions

    It was announced yesterday by the authorities here in Cebu City that the overnight curfew hours have been shortened, the curfew did kick in at 10 pm (I thought it was 11 pm, it's hard to keep up to date with it as they keep flip-flopping around with it) but it will now start from 11.30 pm and run till 4 am. As far as I am aware it also applies to Mandaue City and Lapu-Lapu. So restaurants and bars and pubs will be able to open for a bit longer in the evening which should encourage more people to venture out.

    Minors have been under house-arrest and more-or-less confined indoors over the last last 19 months or so and were expressly forbidden from entering any of the malls. It has been kinda strange wandering around the malls and not seeing any kids about. But the authorities also announced yesterday that they were lifting this house-arrest order on minors and they were given permission to go out and to enter the malls though of course they need to be accompanied by an adult. I went to the main Ayala mall yesterday and today, and saw a fair number of kids in there with their parents or maybe an uncle / aunt or grandparent. Schools, colleges and Universities have been closed all over the country since March of last year, I read that a few schools will be shortly opening up again, it will be a trial run and the authorities will be closely monitoring it.

    2 weeks ago the cinemas in Cebu City and also in the NCR in Luzon were given the OK to re-open and they plan to do so on November 10, they have been closed since March of last year, though I think a few of them in the NCR did briefly open last year for a week or two but were then forced to close again. I like going to the cinema and used to go at least twice a month, sometimes more depending on what was playing. The last movie I saw at the cinema was on March 4 last year at the Ayala Central Bloc at the IT Park when I went to see The Invisible Man. Then a week or so later all cinemas were ordered to close. There will be capacity limits when they re-open and patrons will be required to show proof of vaccination to enter. I have not been jabbed and I am not sure if I will be able to bluff my way in!

    Back around June, which was prior to the imposition of the last liquor ban in bars, AFAIK Viking was the only bikini bar that was then open.

    I have only been out twice for a beer since that liquor ban in bars was lifted, once last Saturday and once the Saturday before that, and I did not notice any bikini bars that were open. If they were charging 3 to 3. 5 k for a barfine, what with the current lack of foreign tourists it should be a buyer's market and I would suggest trying to bargain them down, and bargain hard with them! Personally, I have never barfined in any of the Bikini bars in Cebu City, though I will occasionally pop in to one for a beer and a look around.

    I am not aware of any bars in Mango with a 'VIP room'.

    Last Friday afternoon, creampie in Lapu-Lapu

    The liquor ban has been lifted

    The liquor ban in bars and restaurants that was re-introduced in July here in Cebu City and neighbouring areas was lifted 2 days ago. But we are still under GCQ restrictions. All cinemas and nightclubs are still closed and have been since March of last year. All the malls are open, the streets are full of people out and about during the daytime and the roads are clogged with traffic during the daytime.

    I went out last night to Mango and was pleased to see that a few bars had reopened and managed to get in to a couple of them and down a few beers, but they had to close at 10 pm because of the ongoing overnight curfew, which starts at 11 pm.

    Better than nothing but having to leave a bar at 10 pm is waaaaaayyyyy too early!

    According to the news reports (links below), they can only serve fully vaccinated individuals. But I was not asked to provide any proof of vaccination in any of the bars I visited.

    Not all bars had re-opened, Marshalls Irish pub was closed and all the signage at the front had gone, looking at their FB page it appears that, after 9 years of operation, they have closed for good.

    About 4 weeks ago the Authorities here announced that with immediate effect dine-in at restaurants would only be allowed to fully vaccinated individuals, though if the restaurant has outdoor seating this rule does not apply.

    On the first day that this rule was brought in I went out to Ayala mall to get lunch at one of the restaurants I frequent and upon entry I was asked to show my vaccination card. As I haven't been jabbed I don't have one. I bluffed and told the waitress I forgot to bring it, so she said 'OK, here's the menu, take a seat, and please bring your card with you on your next visit'.

    On subsequent visits I was never asked again. About three quarters of all the other restaurants I frequent have never asked for a vaccination card, the others asked on just one occasion, and after bluffing my way in they offered dine-in service, and did not ask for a vaccination card on subsequent visits.

    But I was refused dine-in service, just once. It was 4 days ago at the Jollibee branch at Ayala mall (they do not have any outdoor seating), after ordering at the touch-screen order-stand a member of staff came over to ask if I wanted dine-in or take-out. I said dine-in so he asked me for my vaccination card, I tried to bluff my way through but he wouldn't have it! He was most apologetic, I said no problem and I would bring it next time, then left and went to eat indoors at the KFC restaurant opposite (they do not have any outdoor seating either). I was not asked for a vaccination card.

    There was a requirement that face-shields need to be worn when outdoors but the requirement was lifted about 2 weeks ago. From my own personal observation when out and about, prior to lifting this requirement the vast majority of people did not wear one when outdoors. The requirement to wear face-shields when entering shopping malls still stands, but, from my own personal observation at the malls (the main Ayala at the Business Park, SM City, SM Seaside and the new Ayala at the IT Park), as soon as people get inside most of them either take them off or push them up onto their heads.

    Face-masks are still required when out in public and also inside malls, almost everyone does so, compliance is about 99.99%.

    About a month ago taxis were told that when they have a passenger they need to have their windows open by at least 3 inches and face a huge fine if caught with the windows up. Some drivers comply, some don't.

    At about the same time a regulation was made that made face-mask use mandatory when inside restaurants, masks could be taken off when eating but should be worn up until when the food arrives and should be worn again when finished eating. Many restaurants have signs and notices up to remind patrons about this rule, but the vast majority of diners ignore the rule.

    More than a few restaurants here have permanently closed. Those that are open are struggling. I eat out every day. Many times I have gone into a restaurant that prior to the March lockdown last year would have been very busy, but now just don't have any customers. From personal observation I would say that on average, the restaurant trade is at about 5% to 10% of what it was prior to last March.

    Prior to lockdown last year, when leaving a shopping mall at about 7 pm or 8 pm it was the norm to see about 5 or 10 people in a line waiting for a taxi, and for there to be no taxis available. One or two taxis would arrive every 5 minutes or so. Now, there are no people in lines, and instead there are many dozens of taxis waiting outside the malls for passengers. When I get a taxi at the mall I always make a point of asking the driver how long he has been waiting, sometimes they say it's 1 hour, sometimes they tell me it's been 1 and a half hours.
