1. BKK. Still the best although not cheap anymore. A ST Go Go girl will cost anywhere from 3300 baht to 4000 baht ie $110 to $133 and that does not include any lady drinks making BKK more expensive than Burgos.

2. Jakarta. Hot girls! I really am attracted to these girls. Prettier than Pinays IMHO. The city sucks, but nightlife is great and although there are no Go Go's to speak of anymore. Went out about 10:30 pm and walked around P Burgos – popped my head into one bar (not Plan be or others of that class) but near Filing Station. What I saw didn't impress me. Went exploring ended up at Power Plant mall – good food options and good stores – upmarket type mall not for bargin hunters. MNL Go Go girl quality pales in gross numbers to BKK Go Go girl quality, but not in percentage. The percentage of Go Go girls in my favorite Go Go's that really appeal to me is between 5% and 10% in both cities. BKK just happens to have 3 or 4 times more quality Go Go's. That's all.

I have done a price comparison between a Plan B ST (all in including 2 Lady Drinks) to Kings Castle 1 (ST all in including 2 Lady Drinks) and the price is not that far apart. 6400 peso for Plan B vs. 4700 Baht for KC 1 for example. Then, as you point out, being a regular MNL visitor improves you chances.
